Lawyer Kreshnik Spahiu has stated that the Criminal Amnesty in Albania should be broader and include more categories of prisoners.
Spahiu said that Albanian prisons, unlike what happens in EU countries, have not managed to transform into rehabilitation institutions.
Spahiu also said that prisoners in Albania, when released from prison, have a very high predisposition to repeat the crimes they committed. He also added that other coercive measures should be applied in Albania, in addition to prison.
"One of the important steps of a state is the penal administration. Of course, the human and financial aspects are the two main aspects of a penal amnesty. There are various social groups that are interested in amnesty issues, not counting here that the state itself needs to reorganize and structure the work in prisons and detention centers. For those who follow us, it should be made clear that we are dealing with a non-massive, non-large amnesty, mainly benefiting those who have committed criminal offenses. Those who have been sentenced to 3 years in prison for men, or 4 years in prison for women. Exceptions are made for many criminal offenses. Almost for the largest number of criminal offenses, exceptions are made. The state needs a more massive penal amnesty, also for another reason, because Albania, unlike other EU countries, has not managed to transform prisons into rehabilitation institutions.
This is because most prisoners, after they leave prison, become repeat offenders. It does not fulfill the main purpose of imprisonment. Imprisonment is not simply an isolation for persecution, torture or discrimination, but the goal is that when the prisoner leaves this institution, he emerges rehabilitated. Albanian prisons are a black page. Prisoners in Albanian prisons must go with their own mattress, sheets and clothing. Some say 'good for them', but this is not logical, because we do not want to release them more criminals than they were.
