The construction of the Italian camp for immigrants in Albania is still ongoing. The reception centers were due to open last May and then in June, Prime Minister Meloni announced that the plan had been pushed back to early August.
But it seems the opening has been delayed again, with no date in sight. Rome and Tirana signed a 5-year agreement, with Albania accepting the placement of the complex on its territory, which will be managed by the Italian authorities. But the plan has drawn criticism.
" The opening should happen by the end of the year, and this is because there are several deadlines that must be respected regarding construction and the bureaucratic aspect. As for the costs, it is true that they are huge. We are currently talking about a few million euros, but it is true that the cost of illegal immigration is not only what is paid to build the complex. Mostly it's about what happens before in terms of prevention, the use of the Coast Guard, and what happens after. Immigrants in Italy cost about 1,000 euros per month, so the cost of opening these complexes is negligible compared to the cost of immigration as a whole ," said Flavio Tosi, deputy of Forza Italia, to "Euronews Albania!
Albania will host up to 36,000 asylum seekers per year on behalf of Italy. Their requests will be examined by the Italian authorities, who will decide whether they will be accepted or repatriated.
"We are very concerned not only about the aspect of foreign policies on immigration, but also about how they will be implemented. The plan allows for the automatic imprisonment of immigrants who violate international law for long periods. Many of these people, who will be selected to board Italian ships, will be classified as ineligible for access to international protection and will be repatriated. This agreement is cruel and aims to discourage immigrants by violating their rights ," said Riccardo Noury, Amnesty International.
Meanwhile, the change in asylum procedures has attracted the attention of member states as well.
"The change in migration policies is a model that has convinced many member states and this is because it has several advantages. It is very efficient as it prevents migrants from being directly available to the European authorities of the country of their destination and this requires a series of obligations related to the respect of fundamental rights, which can create problems in terms of political consensus ” , said Francesco Cherubini, professor of law at Luiss University, Rome.
The agreement between Italy and Albania is one of Melon's main political promises.
