
The procedure for selecting the new head of the National Bureau of Investigation is nearing completion.
This was announced by Special Prosecutor, Adnan Xholi, during his report to the Laws Committee, where he provided a full overview of the steps followed and the transparency observed at every stage of the process.
" In April 2025, the selection committee was established and the regulations for the procedures were approved. The then director of the BKH was invited to express interest in reappointment, but he did not do so. On May 22, the public call was opened and 13 candidates applied, of whom seven qualified. The process has proceeded at a fast pace and with high professionalism, under the monitoring of international partners from the US and the EU ," stated Xholi.
He also explained that physical tests, written tests, oral legal reasoning, and a polygraph test were conducted, all in the presence of international experts.
" On August 15, the files were sent for verification of assets and character. Only one candidate was disqualified and filed a lawsuit in court. The institution has functioned without obstacles, because the deputy director has performed his duties in accordance with the law ," Xholi continued.
Meanwhile, on the same topic, the Head of SPAK, Altin Dumani, emphasized the need to review the legal framework to avoid unexpected vacancies in the leadership of the BKH.
" The law clearly states that in the absence of the director, the functions are performed by the deputy director. So no institutional vacuum is created. However, it would be necessary to intervene in the law to more clearly define when the selection process should begin, to avoid situations like this... This is the first time this process has been carried out and I believe that we have followed every step with correctness and high standards. The BKH institution functions normally and there have been no problems in the implementation of its duties ," concluded Dumani.
