Erion Veliaj, the mayor of Tirana and currently detained at the Durrës Penitentiary Institution, has filed a criminal report with the General Jurisdiction Prosecutor's Office in Tirana for the criminal offense of "Forgery of documents" under Article 186 of the Criminal Code.
The subject of the complaint is a court notification receipt that, according to him, contains a forged signature in his name, as if he had been notified of a decision of the Special Court of Appeal for Corruption and Organized Crime.
Veliaj declares that he has never signed such a communication and that he has not been personally, factually or legally informed of the decision denying him the right to appeal to the Supreme Court. He emphasizes that this action violates the constitutional right to appeal and legal certainty, as through a forged act, it attempts to invalidly set procedural deadlines.
In an official letter, the Durrës Institution for the Execution of Criminal Decisions itself has confirmed that it has not received any official notification regarding the decision in question, reinforcing suspicions of a deliberate institutional maneuver.
In the complaint signed by Veliaj himself in prison, he requests:
-Immediate registration of criminal proceedings for document forgery;
-Graphological expertise on the signature on the document;
-Investigation of the chain of persons who drafted, administered or used the suspected false act;
-As well as the investigation of other offenses that may result, including abuse of office and collaboration in the commission of a criminal offense.
A copy of the complaint has also been filed with the Supreme Court, as proof that the deadlines for recourse never validly started, due to the absolute lack of a regular notification.
