The recently opened debate in Montenegro over the so-called "brides from Albania" is not simply a media episode, but a reflection of a deeper social, cultural and institutional problem, which directly affects the image of Albania and the position of Albanian women in the region.

Montenegrin media outlet 'Vijesti' reported on the existence of posts on social networks offering women from Albania for marriage to Montenegrin citizens, a language that in itself raises serious concerns, as it treats women as objects of transaction and not as subjects with free will.

'Vijesti' itself emphasizes that these posts have created strong public reactions and have prompted questions about the possibility of illegal mediations or covert forms of exploitation.

The official stance of Montenegrin institutions, quoted by 'Vijesti', is restrained and strictly legal. The police state that they have no data on illegal mediation or elements of criminal acts such as human trafficking, clarifying that the fact of cross-border marriages themselves does not constitute a legal violation.

According to the police, in order to speak of a crime, elements such as coercion, fraud, threat or material gain through exploitation must be proven, while "posts on social networks, in the absence of concrete evidence, cannot be automatically considered criminal offenses", as emphasized in their reaction reported by 'Vijesti'. This position reflects a formal approach of the state, which is based on evidence and procedures, but at the same time leaves gaps in the preventive aspect.

In contrast to this institutional approach, women's rights organizations, also cited by 'Vijesti', see the phenomenon as alarming, even if it has not yet been proven criminally. The Center for Women's Rights in Montenegro warns that presenting women as "available for marriage" through informal mediations creates ground for violations of human dignity and can hide forms of exploitation, isolation or economic dependence.

According to them, the problem lies not only in formal legality, but in the social normalization of a narrative where women are reduced to a commodity, a phenomenon that conflicts with European standards and international conventions on human rights.

'Vijesti' also brings official data showing that in the last two years 16 marriages have been registered between Montenegrin citizens and women from Albania, mainly in the Ulcinj area, but without providing details on the circumstances in which these marriages were concluded. This lack of transparency feeds legitimate suspicions, without however allowing hasty conclusions. This is precisely where the crux of the debate lies: between the lack of criminal evidence and the need for social vigilance, there is a gray area, which institutions often overlook, while civil society sees it as a warning.

For Albania, this issue has a sensitive diplomatic and social dimension. It is not a question of questioning cross-border marriages or the individual choices of Albanian women, but of strongly opposing any narrative that portrays them as a “marital solution” for demographically or socially poor markets.

Vijesti's reporting, although cautious, shows that the problem is not only legal, but also cultural: the way women are talked about, the way institutions react, and the gaps between the law and social reality.

In this sense, the case requires not only criminal investigation, but also political and social reflection, both in Montenegro and Albania, to prevent women's dignity from becoming a bargaining chip in a region aiming for European standards./ Pamphlet
