Massive abuses with tenders risk turning into a boomerang for the "Rama" government. Only KLSH every year finds hundreds of millions of euros in damages, meanwhile, internationals have made it clear that there are numerous abuses of public procurement in Albania. The most flagrant case was the arrest of the General Secretary of the Ministry of Health, where it was discovered that she had received almost half of the amount of a tender worth nearly 8 million old lek. Imagine what happens with tenders worth hundreds of thousands of euros.
But it seems that Joana Duro will not be the only one who will face justice, because like her there are many others who are being investigated. According to official data provided by the Special Prosecutor's Office, SPAK currently has over 90 proceedings in its hands for the criminal offense "Violation of the equality of participants in public tenders or auctions", provided by Article 258 of the Criminal Code. A part of the lawsuits were filed by the companies disqualified from the competition, a part by KLSH and a part by the officials of the institutions themselves.
It is also reported that in almost all proceedings, SPAK has put under telephone and environmental surveillance the persons who have dealt with the tenders. According to the official data of SPAK in the annual report, for the criminal offense of abuse of tenders, abuse of office or corruption, nearly 1000 end devices were intercepted within 1 year. So just for the tenders, hundreds of people are under surveillance.
It should be noted that the case of the secretary in the Ministry of Health was discovered thanks to wiretapping. SPAK is investigating another tender there and by chance Joana Duro fell.
