Who killed judge Skerdilajd Konomi? What is revealed in the file of land

Along with another official identified as Leo, the IPRO employee named Mozi is believed to be one of the key figures in the entire massive counterfeiting scheme. He was even caught red-handed while digging into the archives of the Tirana Local Property Registration Office.

There, they are interested in extorting thousands of hectares of land worth hundreds of millions of euros in Hamallaj, Rrushkull, Bizë, Cape Rodonit and other areas. Their accomplice has destroyed the property registers from 1932, removing them from the archive, without returning them.

"It is concluded that on the last pages of the 1932 serial no. 4, of the Durrës District, illegal interventions were made and Transcription Notes were recorded which either alienated property, or served as a springboard to carry out a new transaction in one of the later serials," the file states.

Within these areas lie the lands claimed by the Toptani tribe and those of the family of the late judge Skerdilajd Konomi, who was killed in 2011 in a mafia assassination related precisely to property conflicts.

"Since all the elements, the clues led to what you say, to the fact that the main conflict was over ownership, due to the assets inherited by the judge, during the investigation of the case there was data, clues that confirmed this motive for the execution ," said former prosecutor Eugen Beçi.

"The incident that happened to the judge is one of the most serious in recent decades. Rumors were about his profession, rumors were about his ownership of Lalzi Bay. We are facing a new fact and new investigations must be opened into that incident," stated lawyer Bledar Meminaj.

In the investigation conducted 5 years ago, we discovered several documents proving that the Konomi Family, although they had received several ownership certificates, never physically acquired the lands in the Hamallaj and Rrushkull areas.

"In the files with repentant individuals of criminal organizations, we had signs and clues that indicated that they might have information on the perpetrators and executors of the murder of Judge Skerdilajd Konomi," continues former prosecutor Eugen Beçi.

In the investigative file, it is noticeable that many of the original forged documents bear the signature of Genci Alizoti, the former chairman of the District Council. There is an explanation for this. They were made after 2017, when the official had passed away and the authenticity of the signature could not be investigated. These forgeries are clarified in a conversation between Rrumi and his brother.

"Yes, I was busy until late last night asking about those AMTPs that were made... How were AMTPs made there... with the district stamp, Genc's time and back. If you found any, let's see them... with Genc's time... so we can check the work we have done," the file states.

This discovery was made based on an investigation started in 2022 for an alienation in Lalzi Bay. Taking advantage of the death of former official Alizoti, they forged his signature and drafted false documents that they then filed in the archive through corrupt people. The physical registers of real estate are suspected to have been taken and taken out of the mortgage, as the SPAK investigation shows. The same property, - from the state with a certain area, was returned with fictitious owners to the residents of the areas. The criminal groups were not aware that the Local Office in Durrës had scanned all the volumes of the properties.

From the verifications carried out, interference was made even with the original Cadastral maps, altering them. However, the criminal groups had no information that there were also tracing maps hidden in a part of the archive which were administered and compared by the Prosecution.
