The Head of the Special Anti-Corruption Prosecution Office, Klodian Braho, said that SPAK is facing an increasing volume of work and increasingly complex investigations, while criminal groups are using new methods to avoid prosecution.
During a conference with the Minister of Justice, where the government's recommendations against crime were also presented, Braho emphasized that high-level corruption, organized crime, money laundering, the use of cryptocurrencies and encrypted communications require more specialized capacities from law enforcement institutions.
“SPAK is faced with a greater workload, more complex issues, higher public expectations and rapidly changing forms of crime. High-level corruption, organized crime, money laundering, cryptocurrencies, encrypted communications require more specialized, more technical and more sustainable institutional responses. The fight against corruption and organized crime cannot be limited to pursuing individual perpetrators, but must target the structures, profit mechanisms, support networks, assets that enrich from criminal activities. For this reason, financial and property investigation will be an essential part of our work. SPAK will strengthen the proactive approach to investigation. Organized crime does not wait to be referred, it must be identified, analyzed and targeted through criminal intelligence, financial analysis, international cooperation and the use of modern tools. This requires specialized prosecutors, trained investigators, financial analysts and experts ,” said Braho.
According to the head of SPAK, the crackdown on organized crime should not be limited to perpetrators of criminal acts, but also to support networks, profit mechanisms and assets that stem from criminal activities. He emphasized the importance of financial and asset investigations as part of the institution's strategy.
Braho also focused on the need for more financial resources, arguing that new challenges require additional investments in the human and technical capacities of justice.
"It is important that new challenges are accompanied by new budgetary support. This support should not be seen as an institutional privilege, but as an investment in the capabilities of justice institutions to fight corruption, organized crime and money laundering as effectively as possible," Braho said, among other things.
