French President Emmanuel Macron has rejected the new migrant regulation, approved a few days ago by the European Parliament. " It does not represent Europe ," the French president declared at the end of a summit in Brussels with other heads of government.

Macron's disagreement with this regulation follows that already expressed by Spanish Prime Minister Pedro Sanchez. These two positions contrast sharply with that of Giorgia Meloni, who instead hailed the Strasbourg vote as a success for Italy, a protagonist of a continental turning point on the issue of immigration. 

"France does not support the policy of repatriation centers in third countries. First of all, I have never seen a repatriation center in a third country functioning," said the head of the Elysee, bringing to mind the facilities opened by the Italian government in Albania, the only such "return center" currently in operation.

However, Macron also criticized the method used to return migrants, placing emphasis on human rights.

"This means that people who do not want to return to their country of origin, or who cannot return to their country of origin, will be sent to a third country where pressure will be exerted and they will be accepted, perhaps in exchange for money. What kind of country, what kind of relationship is being created, what kind of human rights are being guaranteed? I am not sure if this represents Europe and I do not think it is an effective policy," Macron said.

Macron announced that France would not open centers in third countries, echoing previous comments by Pedro Sanchez.

"Europe must address the migration challenge with the countries of origin, not burden the problem on third countries," said the Spanish prime minister, considering the solution as negative, both politically and economically.

On the other hand, both Sanchez and Macron are leaders of political parties that did not approve the European regulation. The votes in favor came from the EPP, the conservatives and the far-right groups; the socialists, the Greens and the liberals.

European law allows EU countries to open migrant centers in third countries considered safe but outside the EU, where they can transfer migrants who have received a deportation order or have been denied international protection.

These centers can also accommodate people whose nationality is different from that of the country in which the "return center" is located. These centers can only be opened after an agreement between the states.
