At a time when the fire situation remains alarming, citizens and activists have announced a protest today in front of the Prosecutor's Office and the Municipality of Elbasan.
For the fourth consecutive day, the fire that has engulfed the urban waste field in Elbasan continues to cause great concern for residents and the environment.
The flames have spread deep into the landfill, where the penetration of the flames has caused the waste to continue to burn, creating a dense cloud of smoke that has covered the surrounding area. This phenomenon has significantly worsened the air quality, seriously endangering the health of citizens throughout the area.
At a time when the situation remains alarming, citizens and activists have announced a protest today in front of the Prosecutor's Office and the Municipality of Elbasan.
They demand accountability from institutions for managing this crisis and for the measures that need to be taken to prevent the risk that waste fires are posing to public health and the environment.
We remind you that Elbasan is under the 'power' of flames and polluted air for the fourth day in a row. The company "Eco-ALb", which manages the incinerator, has received millions every year from the surrounding municipalities for the collection and treatment of waste. But it has not done any treatment, this is because the incinerator has been out of operation. But this has not stopped the company from raking in billions.
It is learned that throughout 2022, 2023, 2024 and the first five months of 2025, the 8 municipalities of the region have paid over 4 billion lek into the company's account.
The Municipality of Elbasan has carried out a total of 239 banking transactions with a total value of over 2 billion and 442 million old lekë.
The Municipality of Gramsh has carried out 72 transactions with "Eco-Elb" worth 209 million old lekë. While the Municipality of Librazhd has carried out 65 transactions worth 265 million old lekë.
The Municipality of Prrenjas has carried out 71 transactions with 223 million old lek. While the Municipality of Cërrik has carried out 71 transactions towards "Eco-Elb" with a total value of over 308 million old lek.
Also involved in transactions for a partially completed service is the municipality of Belsh, which has completed 72 transactions worth over 198 million old lek. It was followed by the municipality of Peqin with 66 transactions, worth 298 million old lek.
The last is the municipality of Rogozhina, which has carried out 12 transactions with a financial value of 187 million lek towards the company "Eco-Elb".
Article 4 of the Object of the Contract concluded between the administrator of "Eco-Elb" Leli Kraja and the 8 Legal Directorates of the municipalities in the Elbasan region, provides for the acceptance of waste, its collection, treatment and subsequent burning through the incineration plant.
All 4 of these services, according to the contract, were to be provided by the company “Eco-Alb.” While the 8 municipalities were to pay from their budgets every month for these 4 services.
The first three processes, such as reception, collection and treatment that provides for their selection, have been carried out for almost 4 years by the company, while incineration has hardly been offered as a service at all. This is because, according to the company "Eco-Elb", the incineration plant has been defective and has remained closed for most of it.
The prosecution has launched investigations into this affair, but it seems that everything is moving at a slow pace. A few days ago, the legal directors and several finance chiefs of the municipalities of Elbasan, Gramsh, Librazhd, Prrenjas, Cërrik, Belsh, Peqin and Rogozhinë were summoned to the prosecution. But only 3 out of 10 summoned appeared, defying the law. Now it seems that they want to hide the traces of the crime and burn the garbage in broad daylight and in the heat./ Pamphlet
