The Ministry of Agriculture and Rural Development has reacted regarding the scandal with mandarins with pesticides.
The Ministry says that over 85% of the production was sold in the domestic and international market, with positive results from the analyzes for pesticide residues.
Out of 924 trucks exported, only three loads were found to have problems. One of them was returned and destroyed in Albania, while the other two were treated in Croatia. The ministry also writes that criminal charges have been filed against the collectors and fines and activity blocking for those found to be in violation
The ministry's statement further states that continuous inspections, regular laboratory analysis and traceability are aimed at ensuring high standards in the production and marketing of tangerines and other products. Finally, a call is made to consumers and farmers to report any cases of illegality to protect the integrity of the food supply chain.
Statement of the Ministry of Agriculture:
The Ministry of Agriculture and Rural Development encourages the consumption of Albanian products for the end of the year holidays and beyond. For the year 2024, over 85% of the production of Albanian tangerines has been harvested and sold on the domestic and international markets, and in no case from all the checks and analyzes performed have there been any pesticide residues. Today, mandarin cultivation is spread over 1,000 ha by market farmers and smaller producers.
In relation to the media debate about the quality and safety situation of Albanian mandarins following previous communications in the official statements of the Ministry of Agriculture and Rural Development, we clarify to the public that:
For the year 2024, 924 trucks were exported from the cultivation and harvesting of Albanian mandarin to the European and worldwide market, of which only 3 loads out of the total were found to have irregularities for waste and were destroyed. This report should not damage the work and sweat of a year's production of Albanian farmers and at the same time create concern and panic among the consumer.
Sipas njoftimit të Sistemt të Njoftimit të Shpejtë për Ushqim dhe Ushqim për Kafshë – RASFF për mbetje të pesticideve në mandarina të eksportuara nga Republika e Shqipërisë, AKU ka marrë masa të menjëhershme për gjurmueshmërinë dhe veprimet proceduriale mbi subjektet eksportues duke marrë masa dhe veprime konkrete për të asgjësuar 20.482 kg Mandarine clementine, në datën 19.12.2024, në Qarkun e Fierit, ngarkesë e cila është kthyer mbrapsht nga shteti i Kroacisë. Procedura e asgjësimit është kryer sëbashku me praninë e Autoritetit Kombëtar të Mjedisit, Drejtorinë e Tatimeve, si dhe me praninë e disa mediave të ndryshme.
Në bashkëpunim me Autoritetin Kombëtar të Veterinarisë dhe Mbrojtjes së Bimëve, në datën 19.12.2024, u kryen inspektime dhe evidentime të përbashkëta në Fshatin Mursi të Bashkisë së Konispolit, ku ushtron aktivitet kultivues një nga fermerët, i cili kishte asgjësuar produktin mandarinë. Për subjektet grumbulluese të rezultuara në shkelje të dispozitave ligjore, përveç se është kryer kallëzim penal, sipas shkeljeve, janë marrë edhe masa administrative gjobë, si dhe bllokim aktiviteti. Për ndjekjen e situatës në vijim, çdo ditë janë kryer inspektime të përbashkëta në qarkun Berat, Bashkia Dimal.
Informojmë konsumatorin lidhur me dy ngarkesat e tjera, të raportuara nga shteti i Kroacisë për mbetje të pesticideve sipas njoftimit të sistemit RASFF, se njëra është asgjësuar në shtetin Kroat, ndërsa tjetra nuk është kthyer ende në vendin e origjinës. Janë njoftuar të gjitha PIK që në rast kthimi të produktit, të bëhet bllokimi i menjëhershëm i tij me destinacion asgjësimin.
Autoriteti Kombëtar i Ushqimit vijon kontrollet në subjektet që tregtojnë Produkte të Mbrojtjes së Bimëve dhe Produkte Plehëruese, ku vetëm për këtë javë janë kontrolluar dhe verifikuar 46 subjekte tregtuese të PMB-ve, në të cilat nuk u konstatuan shkelje të dispozitave ligjore. Vazhdojnë pa ndërpreje kontrollet në pikat e tregtimit, pikat e grumbullimit dhe magazinimit të fruta perimeve, ku përveç 18 mostrave të përcaktuara në planin e monitorimit të pesticideve për muajin Dhjetor, për produktin mandarinë, me qellim mbajtjen e situatës në kontroll, janë marrë edhe 7 mostra të tjera jashtë planit, për analizim në Laboratorin e Referencës – ISUV.
Inspektimi vjetor në territor nga AKU deri ditën e sotme kap shifrat 806 inspektime për tregtimin e pesticideve dhe 862 inspektime për produktet plehëruese. Për vitin 2024 janë analizuar 188 mostra gjithsej, nga këto për pesticide 28, nga të cilat 27 kanë rezultuar konform, kurse 1 është në proces analizimi. Për produkte plehëruese janë analizuar 160 mostra, nga të cilat 24 janë në proces analizimi, 134 kanë rezultuar konform dhe 2 mostra jo konform, për të cilat është ndjekur gjurmueshmëria dhe janë marrë të gjitha masat sipas legjislacionit në fuqi.
The Ministry of Agriculture and Rural Development has approved and is implementing the Action Plan for the Sustainable Use of Pesticides, which includes the entire chain of action with central structures and subordinate institutions, without excluding the support of the Agricultural University of Tirana, as well as producers Albanians. The purpose of this Action Plan is the proper and safe use of PMBs, for the protection of plant health to guarantee quality and safe production for the consumer, as well as the protection of the environment where they are used.
Thanks to the work of the structures of the Ministry of Agriculture and Rural Development, this year the territory of the Republic of Albania was protected and kept clean from Plague of Small Ruminants, even though the border countries had outbreaks and colossal damage. Cases of Avian Influenza and African Swine Fever were immediately managed efficiently and without damaging the epizootic situation in the country.
Meanwhile, there has been ongoing work to raise awareness about the production of biologically clean products through biological warfare, which also comes with an alleviating fiscal incentive. The strict use of protocols and the prohibition of the use of pesticides banned even in the countries of the European Union is a fact. It is required that even those few farmers who attempt to use them illegally understand that this way has only one option: detection and prosecution as controls and traceability are very high. Albanian farmers, producers, gatherers and exporters must cooperate to implement the best agricultural practices throughout the production chain, all the way to the consumer.
The Ministry of Agriculture and Rural Development is transparent and has published on its official website the list of PMBs and labels of use, as well as the list of fertilizer products, which are constantly updated, making it clear to farmers not to use contraband products which are prohibited in EU countries and in our country. Farmers, every user or consumer has the possible access to get the full information not only about the use, but also the consequences of their misuse.
We call on you to report any cases of illegality, irregularity or abuse that you find to the numbers published on the official pages of the Ministry of Education and Culture or related institutions, to become part of the shared responsibility in guaranteeing and maintaining food safety in the country.
