The story of the Peshkepi massacre begins in 1994, where the guard and commander of this department was killed and four other soldiers were injured. They killed the commander of the post, Fatmir Shehu, the soldier Arsen Gjini and wounded other soldiers: Ardian Velmishi, Janaq Zaka, Frederik Kalemi. During the attack, they also took hostage one of the former non-commissioned officers of this border department, Qemal Stroka, who was then released at the border.

After this event in a Greek newspaper, 24 hours later the attack was taken over by Mavi or the Front for the Liberation of Vorio Epirus, which was listed by the Greek state as a terrorist organization in this period. So, we are dealing with an act that was taken over by a terrorist organization.

The members of this terrorist group also grabbed the combat weapons that were in the guild's warehouse and returned to Greek territory. Arsen Gjini was shot first during this attack, being killed. Then, the perpetrators learned inside the two-story building, entering the dormitory where the recruits were located and the warehouse where the weapons were stored to prevent any counterattack.

On March 18, 1995, the Greek authorities arrested 7 suspects as perpetrators of the Peshkipi massacre. They had just failed to attack the border post of Llongo. The weapons and ammunition stolen from the Peshkepi Border Post were also found on the arrested persons.

The detainees of the so-called "Pirro the First" command were: Jorgos Anastasulis, 34 years old, Greek citizen, officer, Apostolos Karvelas, 26 years old, Greek citizen (former traffic policeman), Marios Kutula, 25 years old, Albanian citizen, Fredi Beleri, Albanian citizen, 23 years old, (who uses several names such as Dionisios and Foti), Jorgo Kristo, 26 years old, Jorgo Papa, 30 years old, all of these are from Himara, Harallamb Papa, 21 years old, from Krioneri i Gjirokastra.

However, they have never been punished for this serious event that shocked the Albanian state. The Court of Athens released them with the argument that they did not have enough evidence implicating them in this event. Although the weapons they found were stolen in Peshkipi, although they were labeled as terrorists and members of a terrorist organization, such as MAVI, Fredi Beleri and the other seven were released by Greek justice.

The investigations in Albania were closed, the case was prescribed

The official investigation by the Albanian authorities into the Peshkepi incident only started in 2019, directed by the prosecutor Eugen Beci. Serious Crimes Prosecutors collect all materials about the incident, including those found in the Police archive, in the Secret Service and Anti-terrorist drawers.

The first suspect to be interrogated for the terrorist attack was Fredi Belri, who was widely mentioned in the Albanian media as the author of this event. He was interrogated for three hours on May 22, 2019, and at the end he was informed of the charge, "Committing terrorist activities and activities".

At the entrance to the prosecutor's office, Fredi Beleri declared at the time that "I came to the prosecutor's office to end the mudslinging and humiliation of my image for a matter that I have nothing to do with. On the day and month that the action was taken, I was in Cyprus. Both Greek and Albanian authorities have evidence to stop the humiliation of my image for my political actions".
