
After more than 4 hours, the GJKKO has decided to leave in force the security measures for the Deputy Prime Minister and Minister of Infrastructure, Belinda Balluku, and two officials, Gentian Gjyli (head of ARRSH) and Erald Elezi (Director of KESH).
At the session to re-evaluate the security measures, the GJKKO decided to leave in force the same measures it had taken 3 days earlier.
Referring to this, Belinda Balluku is suspended from her duties as Deputy Prime Minister and Minister of Infrastructure, while Gjyli and Elezi will continue to remain under house arrest.
The reassessment session was divided into two parts, following a request from defense lawyers who asked to be familiar with the SPAK acts that led to the imposition of security measures.
For more than two hours, in a closed-door session, the SPAK Prosecutor and the lawyers presented their arguments, while in the end the GJKKO decided to leave in force the measures proposed by the Special Prosecution.
Balluku has been officially named as a defendant for the Llogara tunnel tender, while it is under investigation for lot 4 of the Grand Ring Road.
The government, for its part, considers SPAK's measure to suspend Balluk from government functions as unconstitutional. In this context, the government and Prime Minister Edi Rama have addressed the Constitutional Court, requesting the annulment of SPAK's request.
The GJKKO emphasizes that the officials are part of criminal proceedings no. 136/2025 of SPAK, which is related to the tender procedures for the Llogara tunnel and the Tirana Grand Ring Road.
Two days ago, the Special Court imposed the measure of suspension from duty on Belinda Balluku and banned her from leaving the country. Meanwhile, the security measure of "house arrest" was imposed on Gentian Gjyli, director of ARRSH, and Erald Elezin, administrator of KESH.
