In front of the KLP troupe, the head of SPAK, Altin Dumani, took stock of the institution he leads throughout 2023. Dumani raised the concern of the overloading of files in SPAK, where he said that the number of BKH officers should be increased.
Dumani also raised the concern that state institutions are not cooperating with SPAK in the fight against organized crime and corruption.
" In relation to the investigation of organized crime, SPKA has followed the strategy of exhaustive investigation aiming at their final destruction. It should be underlined that the cooperation of public institutions in the fight against corruption and organized crime is worrying. Based on the number of referrals of criminal offenses by public institutions, excluding the state police, this number is quite low for 2023 with only 12 referred cases. The referral from these institutions has a strong downward trend, reaching up to 40% compared to 2022. SPAK has maintained the same approach in the last 3 years" said the head of SPAK.
Dumani added that during 2023, 41 million euros of assets of criminal origin were seized and confiscated.
"41 million euros is the value of seized and confiscated assets in 2023. Of which 54% are confiscated assets in the value of 22.5 million euros and 46% seized in the value of 19 million euros," Dumani said.
The number of new criminal proceedings has also increased by 16% compared to 2022.
Specifically, in 2023, the following were registered:
201 criminal proceedings for corruption,
85 proceedings for organized crime,
13 proceedings for terrorism.

The interceptions were used in 109 proceedings for criminal offenses of corruption and 77 proceedings for organized crime.
"In total, there is a 91% increase in the interception of end devices," said Dumani.
During 2023, 10 new joint investigation teams were set up, while investigations continue with 25 joint investigation teams with Italy, France, North Macedonia and Kosovo.
