It was the afternoon of August 10 when Egli Proga closed the shutter of his bar in Pogradec for the last time and headed home.

A few meters further, near another bar, Denis Meçe was sitting and invited Eglin for a cigarette. He asked the 42-year-old for the daily round as a "fine", but the latter refused. In those moments, Egli said that he could not give him the daily round, as he had to support his children.

The daily round cost Egli his life, after he was punched on the left side of the head by Denis Meçe, a blow which was fatal. The damage caused by the violence was serious and although he was taken to the Egli Proga hospital, he could not survive.

 

What the witnesses said

The event was recorded in the eyes of many witnesses who remained silent before the authorities while 3 of them were put in handcuffs for not reporting the crime. Voltan Shulku, 40 years old, Arian Manellari, 55 years old, and Leonidha Guçe, 47 years old, not only did not report the crime, but they are accused of obstructing the disclosure of the truth, while today they were released by the Court of Korçë.

Other witnesses told Top Channel that he fell to the ground and lay there for 30 minutes, while a police officer was also nearby.

The family members tried to take the 42-year-old and send him to the hospital, but they were refused and were told by the police that help can only be given by specialized people, but the ambulance came late according to them.

The strong accusations of family members

Jonida, the sister of the deceased, has been making strong accusations against the authorities since yesterday. She says that the authorities themselves have tried to erase the event by reporting it as accidental. According to her, the State Police acted late, while the ambulance was also late and the intervention for her brother was too late. The sister even stated that the police initially told the family members that he had fallen, but when they saw the body, it was clear that it was barbaric violence.

Other relatives say that those involved in the event are known in the area for imposing fines on other people, but the authorities have remained silent.

Parallel investigation into the event

The General Director of the State Police was forced yesterday to lead the inspection of the procedures carried out by the Police of Pogradec, in the district of Korça, regarding the event which was initially reported as accidental.

He ordered the Directorate of Professional Standards to carry out the evaluation of the implementation of the tasks of the structures in the Local Police Directorate, Korça, and in the Police Station of Pogradec, regarding the event where, after a conflict, 42-year-old Egli Proga lost his life.

The decision of the Court of Korça

In the hearing, which lasted more than an hour, the prosecution requested the measure of arrest in prison for the author under the charge of manslaughter, as well as the setting of the measure of mandatory appearance for Voltan Shulku, Arian Manellari and Leonidha Guçe, the owner of the bar where the incident took place, and two others customers who have been consuming coffee. The Court of Korça has placed the 29-year-old Denis Meçe, the murderer of Egli Proga, under the security measure of arrest in prison, while it has set the security measure of Obligation to Appear for the other three accused for failing to report the crime.

Although in the official notification of the police of Korça Denis Meçe has been arrested under the charge of intentional murder, the prosecution body has estimated that from the investigations so far the offense is classified as manslaughter. But Egli's sister and relatives say that this murder continues to be associated with many other injustices

Further investigations will help in fully clarifying this serious event that happened as a result of "imposing a fine", a widespread phenomenon in our country, but which is little talked about.
