
Starting from January 1, 2025, the production and distribution of fiscal stamps will be carried out by the state. The Albanian government has decided not to renew the concession contract for the production and distribution of fiscal stamps, putting an end to an abusive concession. The legal changes have been submitted for consultation by the Ministry of Finance, this after the contract signed between the private company "Sicpa Security Solutions" Albania, sh.pk, ends on December 31, 2024.
In the draft, it is proposed that the production and distribution of fiscal stamps be carried out by a person authorized by the Council of Ministers. As for the procedure for ordering fiscal stamps, it remains the same, but the payments of the prices of fiscal stamps and shipping costs will be paid to the person authorized by the Council of Ministers.
During the last 12 years the company has made a massacre with the prices and this has been shown by the businesses and until today no action was taken.
The concession of fiscal stamps has been approved since 2012 and has been accompanied by many debates during the ten years of its extension. The concession has also been the subject of debate on the effective start date, from which the exact 10-year period is calculated, which has been a separate legal impasse of this concession.
The high tax stamp duty has been strongly opposed by excise goods businesses, as it burdens production costs. In Albania the tax stamp fee is 22.4 USD per 1,000 pieces, while in Europe the average price of fiscal stamps is 3 USD per 1,000 pieces, in Kosovo 2.2 USD. Local entrepreneurs pay almost 8 times more compared to the average price of stamps in Europe.
Finally, with the removal of this concession, a great burden is removed from the businesses that were forced to pay such high fees.
