Millions of euros of investment, but Arbri Street is blocked again; a little

The construction method of the road, but also the lack of snowplows, has caused this axis to be out of order in the winter...

The Arbri road continues to erode the state budget from year to year and it seems that millions of euros go into the pockets, as the situation on the ground proves that there is no service for the citizens.

A few snowfalls were enough and this axis is completely blocked.

The way the road was built, but also the lack of snowplows, has caused this axis to be out of order in the winter. It took a little rain and it was learned that the axis is impassable. It is even learned that some citizens are stuck in the middle of the road, as their cars do not move. According to information, 8 vehicles, including two vans with passengers, were stranded on top of the mountain in Qafë Murriz.

" As a result of the snowfall that continues to fall on Rruga e Arbër and in the highlands of Kruja, the road axes are blocked: Rruga e Arbër, Cudhi Kamp-Qafshtame, and Bruzë Mal-Skhretë. The services of DVP Tirana are in full readiness to come to the aid of every road user and appeals to drivers not to drive without winter tires and chains in these areas, as well as to avoid unnecessary movements, the police announced .

One of the reasons that this axis is blocked is because the works have not been completed. For electoral reasons, the government opened it as an axis, but the works are delayed by the company "Gjoka", which receives millions, but has not done anything to make the axis fully functional. Even a few days ago it was announced that the deadlines for the Murrizi Tunnel had been postponed.

The Arbri road that connects Tirana with Dibra was planned to be completed in April 2022, but the ministry initially extended the deadline for the concession company "Gjoka 87" for the completion of the works by 17 months.

After the expiration of the new deadline, the Murrizi tunnel is still far from being completed. According to the Ministry of Infrastructure, the postponement was calculated by an independent engineer and "will have no financial implications for the Contracting Authority".

The construction of the 54-kilometer road connecting Tirana with Dibra began in 2018, after the company "Gjoka Konstruksion" won the concession with the offer of 33.6 billion lek. Until June of this year, the company received payments worth ALL 13.4 billion.

The project envisages the construction of a two-lane road, which passes through a series of six tunnels and two high bridges. But the main work of the project, the 3.8-kilometer-long Hawthorn Pass tunnel, has been replaced by an 8.8-kilometer narrow mountain road.

The problems encountered with the opening of this tunnel were used as the ministry's justification for extending this contract 2 times with a total of 37 months.

The construction of the Arbri road has been used by Prime Minister Edi Rama as an electoral promise for the Dibra area since 2013. He inaugurated the completion of the road with fanfare before the April 2021 elections, promising that together with the Murriz tunnel, the road would be delivered in April 2022. / Pamphlet
