Three days ago, the police executed a series of arrest warrants signed by the Special Court.
In the file prepared by SPAK, which Klan News has consulted, it is easy to see that all the officials questioned have maintained a negative attitude towards the violations, or have expressed their ignorance of the most important episodes of the granting of Concessions.
In the request for arrest measures, addressed to the Court, it is noted that at one point the prosecutors declare that one of the members of the commission is considered a collaborator for them, requesting a lighter measure, that of house arrest.
The official in question testified longer than the others, confessing that she was in the minority during the entire process and that the majority of the commission was inclined to close everything quickly according to the feasibility study submitted by the company of Mërtiri and Zoto.
"When asked about the drafting of the feasibility study that the commission did and how the data it contains was extracted, this citizen stated that the study was submitted by the proposing company, while the Commission simply formalized the study and did not do any verification his".
According to her, communication with the company was maintained by two of the commission members who were employees of the Ministry of Environment. On August 17, 2017, a report was presented to the Commission, in which it was written that the company "Integrated Energy BV" was evaluated with 100 points as the only bidder benefiting from the bonus of 8%. At that moment, according to her, all members were forced to sign.
In the SPAK file, it is noted that according to the requirements of the Law, the commission had to request an approval from the State Bar, before signing the contract of the Company of Mërtiri and Zoto. According to the testimony given by the said member of the Commission, it is revealed that the main remarks of the State Attorney's office were not taken into account.
"She declares that not all the opinions expressed by the State Bar have been reflected, but only some of them, since on the first day that the Bar replied, the contract was signed with the concession company. She declares that citizen Bledar Karoli brought the concession contract to the commission and you were given only 30 minutes to consult it. She declares that she was not even given the necessary time to read it. She declares that the contract was signed outside the official schedule and she was told that it was the order of the Minister of the Environment, Lefter Koka, that the contract should be finalized as soon as possible and without objections.
According to the SPAK file, one of the most important elements of the affair is the non-inclusion in the concession company's benefits of the revenues from the inerts that would be sent to the Sharra plant, from various private or public entities. None of the members of the Commission responded to SPAK as to why the volume of inerts was not calculated as a benefit of the company, while in the project it was foreseen to build the landfill of inerts.
In contrast to the other members of the commission, the SPAK witness emphasized that 'in relation to the inert item, citizen Klodian Zoto was very interested in including in the contract the obligation that all inerts produced in Tirana be sent to the landfill'.

We recall that on August 1, the Special Court at the request of SPAK signed the sequestration of the Tirana incinerator. Investigations have started within the framework of the criminal proceedings for the criminal offenses of "Fraud with serious consequences" in cooperation, "Abuse of duty", "Passive corruption of high state officials or local elected officials and "cleaning the proceeds of the criminal offense or criminal activity".
