Internationals want arrests at the highest levels of politics. SPAK has so far investigated many files, but for partners, this body should not deal with sporadic cases, but deal only with large files, i.e. ministers, former ministers, MPs, prime ministers, former prime ministers, etc.

The request came from the Council of Europe. A few days ago there were two reporters in Tirana, Asim Mollazada (Azerbaijan, EC/DA) and Ionut Stroe (Romania, EPP/CD). They had meetings with Basha, Berisha, Bardhi and representatives of SP and Justice.

Today, the co-rapporteurs of the Parliamentary Assembly of the Council of Europe (PACE) have issued a statement on what they saw during their visit to Tirana.

" The co-rapporteurs strongly welcomed that the Specialized Structure for Anti-Corruption and Organized Crime (SPAK) was now fully operational, with tangible results, including high-level issues such as the so-called 'incinerator scandal'. However, they insisted that these bodies should be provided with the resources they need to carry out their work. They expressed concerns about the relatively low monetary threshold for corruption cases referred to in the SPAK. According to them, low-level corruption cases hinder SPAK's work to investigate higher-level corruption cases. In this case, the co-rapporteurs said, the monetary threshold should be increased ", the KiE announcement states.

As for the political situation, they have seen the situation in the opposition with concern. According to the two co-rapporteurs, the division of the opposition damages democracy and lowers the level of accountability.

" While we welcome the clear commitment to strengthening democratic institutions and the rule of law in Albania, we are concerned that political polarization in the country remains high. Together with the fragmentation of opposition forces, this is undermining parliamentary oversight and the proper functioning of the system of checks and balances, which are essential for the democratic consolidation of Albania," they said .

Regarding the judiciary, the rapporteurs welcomed the completion of the new judicial map and the fact that the vetting procedure is expected to be completed well before the legal deadlines. They expressed the hope that the commitment to the independence and efficiency of the judiciary will be maintained by all interested parties even after the completion of these important reforms. / Pamphlet
