
As of May 20, 2024, camps will be put into operation in Albania that will process the asylum requests of individuals rescued by the Italian authorities. This comes from the agreement signed in November 2023, by Prime Minister Edi Rama and his Italian counterpart Giorgia Meloni, according to which migrants who will be rescued in Italian territorial waters or by the Italian authorities will be sent to Albania where their requests will be processed for asylum.
According to the details of the tender, worth 34 million euros, the construction site will consist of three structures that can accommodate a total of about 3,000 people.
A structure will be built in the port of Shengjin, where the landing and identification procedures will be carried out. The other two locations will be located in Gjadër. One will be dedicated to determining the prerequisites for recognition of international protection, while the other will serve as a repatriation detention center.
According to the Italian government, the country will process requests from individuals rescued by Italian authorities involved in maritime rescue, such as the coast guard, financial police or navy, and will explicitly exclude those rescued by NGOs. It will also not include persons with disabilities, women, children or other vulnerable individuals.
The tender states that the facility in Shengjin will have a medical clinic, with a room for outpatient visits, an isolation room and a ward with three beds. In Gjadër there will be three outpatient rooms, two wards, an operating room, a laboratory, an x-ray and ultrasound room and a space for psychological and psychiatric visits.
Medical specialists on site will include a physician specializing in anesthesia and resuscitation, a physician specializing in general surgery, an orthopedic physician with surgical skills, medical staff specializing in psychiatry, a nurse, a social worker, a health worker, a laboratory technician, a radiology technician and a health worker specialized in radiology.
Upon arrival, each individual will also be given welcome kits, including an undershirt, t-shirt, one pair of pyjamas, three pairs of shorts and three pairs of socks. They will also be given one roll of toilet paper per week, one toothbrush and 100ml tube of toothpaste per week and one bottle of shampoo and liquid soap per week.
The Italian Ministry of the Interior will carry out on-site inspections to guarantee compliance with the tender.
During their stay in Albania, which is about three months for each person, the individuals will not be able to leave the center, which will be guarded by the Italian and Albanian authorities. Once their application has been processed, whatever the outcome, they will leave the territory of Albania.
