Since 1944, when it came to power, and until the end of the 1990s, the communist regime of dictator Enver Hoxha and his successor Ramiz Alia, based on the theory and "teachings of Marx, Engels, Lenin and Stalin" as well as the ideology they devised and applied in almost half of the world, waged a continuous class war, executing, imprisoning or deporting their political opponents. In this context, since December 1944, when Enver Hoxha and the government he headed came down from the mountains and took power, in addition to executions with and without trial, the deportments of tens and hundreds of families began, which they considered "subverted classes", or accused of; "enemies of the people", mainly wealthy or middle-class families, former functionaries of the Zog Monarchy, who during the period of the occupation of the country, had adhered to or supported the nationalist organization "Balli Kombëtar" and Legality.
This same "practice", i.e. the punitive measure of internment-deportation, would also be carried out against hundreds and hundreds of communists (from the simplest ones to former members of the Politburo of the Central Committee of the Albanian People's Liberation Army), deputies, ministers, military and high-ranking officials, etc., and their families, whom Enver Hoxha and the communist regime in power would declare "traitors, revisionists, enemies of the people", etc. From 1944 to 1949, decisions on internment-deportations were made by the "Commission on Expulsions and Confiscation of Property", which operated under the Ministry of Internal Affairs, a commission which in the following years changed its name several times, until in 1954, it became subordinate to the Prime Minister's Office, being called the "Commission on Internment-Deportations", which operated regularly until 1990.
From 1954 to 1974, the chairman of that commission was Beqir Balluku, a member of the Political Bureau of the Central Committee of the Albanian People's Party, who held the position of Minister of People's Defense and at the same time Deputy Prime Minister of the government headed by Mehmet Shehu, while the deputy chairman of the commission was the Minister of Internal Affairs, Kadri Hazbiu, while as members, the Prosecutor General Dhori Panariti, and the President of the High Court, Aranit Çela. (After Beqir Balluku's conviction, in 1974, the position of Chairman of the Internment-Deportation Commission was taken by Deputy Prime Minister Manush Muftiu, while after the conviction of Kadri Hazbiu, the position of Vice Chairman was taken by Hekuran Isai).
This commission, throughout the period of its existence and functioning, issued dozens and hundreds of decisions, expelling and interning thousands of people, who were forcibly removed from their places of residence and forced to live and reside in villages and remote areas of the country, from south to north. Mainly, the villages with the places and camps of internment were designated by the government in the area of Myzeqe, Lushnja and Fier, (Savër, Çermë, Bedat, Grabian, Gradisht, Plug, Gjazë, Zhamë, Sulzotaj, Kryekuq, Karavasta, Shtyllas etc.), that is, in the central part of the country, in order to keep them as far away from the state borders as possible, so that they would not escape outside Albania. Likewise, in addition to measures of internment and expulsion, the government commission also issued decisions for the sequestration of the property of all persons who escaped from Albania.
Based on the relevant law with which the Internment-Expulsion Commission operated, a person, or a family, was initially interned for five years, but they were repeated, being postponed every five years, as many as entire families, mainly from the North of Albania, such as: the Gjonmarkaj of Mirdita, Kalosht, Sina-jt, Alia-jt, Demat, Dinet, Menat and Ndretë of Dibra, Bajraktari and Kolgjini of Kukës, Kola-jt, Allamant and Sulkurtët of Mat, Merlikat, Kupët and Bami of Kruja, Mirakaj of Puka, Radi and Gjekaj of Shkodra, Pervizt of Kurbinit, Mulletët and Petrelat of Tirana, or those from the South of the country, such as; The Dostë of Gjirokastra, the Frashëri and Çela of Përmet and Kolonjë, the Staraveckat of Skrapar, etc., etc., who remained in the places of internment until 1991, when the communist regime collapsed. Some of them even stayed there for many years afterwards, because they had nowhere to go, since there was no place left for them to put their heads!
Regarding the above, etc., Memorie.al. has secured a voluminous file from the Archives of the Ministry of Internal Affairs that bears the acronym "Top Secret", (but has long since been declassified), with the decisions of the Internment-Expulsion Commission, which we are publishing in full and with the relevant facsimiles; where are the names of the persons and families who were expelled and interned, or whose property was seized, as well as the relevant charges for each of them.

The Internment-Expulsion Commission, convened on 5.X.1967, in support of the decree of the Presidium of the People's Assembly, No. 1906, dated 2.8.1954, after studying the materials and proposals submitted by the Ministry of Internal Affairs,
DECIDED:
