Altin Ndoci, the man accused of being a contract killer for whom prosecutors say they have evidence of two murders involving four victims and a host of other crimes, has been added to the long list of wanted persons. In addition to Ndoci, a large number of accused crime bosses remain at large, years after being declared wanted.
Altin Ndoci, 38, initially arrested in 2020, facing eight charges, escaped from Durres Hospital on Tuesday, January 13, in a scene worthy of movies, where the organization was clearly high with a vehicle waiting for him and, as things stand, with police unable to follow the traces provided by the countless cameras located everywhere in Albania, to discover his location.
Ndoci is accused of being the “shooter” on December 29, 2018, when an assassination attempt organized by the criminal group of the Çopja brothers in Elbasan managed to kill Endrit Alibej, Arben Dylgjeri and Turkish citizen Erdal Duranay in an assassination attempt in Bradashesh. He is accused of having the same role on July 1, 2019, when Klevin Baho was killed and Aldo Baho was injured in the village of Broshkë. On January 16, 2020, he is accused of shooting to kill Kei Piku in Elbasan, but the latter managed to escape wounded. He collaborated with other members of the group in organizing two other assassination attempts on rivals in the period November 2019-January 2020, while he had previously been part of the group that stole the money transport van at Rinas International Airport.
The reason why we know so much about Ndoc and the gang in question is related to the fact that French authorities have seized the encrypted communications server of the Sky ECC company, where many underworld figures communicated under the assumption that they were protected from eavesdropping.
The Special Prosecution's efficient use of evidence provided by French authorities has led to the discovery of a large number of serious crimes, from murders to drug trafficking or corruption of entire state structures, as well as numerous strikes against various criminal groups.
But while prosecutors have filed charges in court and the court has signed arrest warrants, many of the characters in the Sky ECC files remain free, elusive to Albanian justice, and, as things stand, capable of continuing their complex operations.
Hajdar Bako alias Hajdar Çopja , is considered one of the two leaders of the Çopja gang, of which six are accused of ordering murders. He is a fugitive from justice and his whereabouts are unknown.
Talo Çela, 54, the main organizer of the killings carried out on behalf of the Çopja brothers, the man who carried out both the execution and the coordination between the fighting group that was involved in the bloody conflict with the rival gang of the Alibej brothers, where in a span of 3 years, a dozen people from both sides were killed. He is on the run while indirect evidence suggests that a vast network of apartments purchased by the gang using false names, appear to serve as safe bases for him.
Suel Çela, 37, the leader of another suspected criminal gang based in Elbasan, is also on the run, having been initially wanted for murder in 2020. He faces nine charges, including attempted murder and two episodes of international drug trafficking totaling 1,376 kilograms, with a commercial value of 110 million euros. The Çela group is also known for controlling territory in the city of Elbasan through a network of cameras and regular monitoring of cameras placed at various points, supposedly to protect themselves from rivals and to anticipate possible police actions.
Further north, Altin Hajri, also wanted for murder, has been on the run since 2020. He is also accused of bribing former Socialist MP Jurgis Çyrbja by securing him votes. In exchange, Çyrbja transferred secret police information to him, which appears to have helped Hajri remain unarrested.
Former Socialist MP Arben Ndoka is probably the most senior figure in Albanian criminal circles on the run from justice. Ndoka, 51, is accused of attempted murder as part of a structured criminal group. He was declared wanted in July 2024, as part of a voluminous dossier involving seven gangs.
Durim Bami, accused of attempted murder, has been detained in Dubai, but it remains unclear whether he can be extradited to Albania.
Ibrahim Lici, suspected of murder, has been wanted since 2019. He is known as the leader of a large criminal group in Shkodra.
The high number of crime bosses does not seem to have prompted the State Police to take any action to arrest them, such as offering rewards for information on their whereabouts. The relevant section on the State Police's official website for wanted persons appears to be currently down.
For Talo Çela, there is a 2020 announcement for a reward of 10 thousand euros, an announcement that has not yielded any results to date. There is no announcement for Arben Ndoka, nor for Suel Çela. A search on this page does not show that a reward has been announced for Altin Hajri either./Reporter.al
