Another official accused of corruption has benefited from a reduced sentence, after accepting the judgment annulled by the court. This time it is about the former general secretary of the Ministry of Health, Joana Duro, accused of corruption.

Duro was arrested together with Sheto on June 2, 2023, after it is suspected that the Secretary of Health took bribes of 330 thousand lek to favor the company 'DRICONS' in a tender opened by the Ministry for the supervision of the reconstruction of health centers in Tirana and Durrës.

Apparently it has now become fashionable for officials to seek summary judgment in order to avoid a maximum sentence.

What is most surprising is the fact that the court has accepted the summary trial for all the officials who have faced justice. Through this scheme, officials benefit from a reduction of 1/3 of the sentence and in most cases they serve this sentence in custody. So in a way, 'saving the peace', despite the damage they may have caused to the state. 

Meanwhile, regarding this corrupt case, we remember that together with Duro, the former high-level specialist Laura Shteto, the administrator of the "drikons" company Vladimir Topi and the engineer Silvi Shehu are also under accusation.

But how did the corruption scheme work that sent the former secretary to prison?

Vladimir Topi and the engineer Silvi Shehi are suspected to be the people who intervened by giving Joana Duros 330,000 lek in bribes so that she could influence them to be declared winners in the tender for the reconstruction of health centers. The winner of the tender with a limited fund of ALL 805 thousand was announced on June 1, while SPAK intervened on June 2 when the bribe was given.

The Special Prosecutor's Office says that after the investigations, it turns out that it was Vladimir Topi who gave Duro 330 thousand lek to favor him in the tender opened by the Ministry of Health. As for the company's engineer, Silvi Shehi, he received the sum of 330,000 ALL and sent it to Laura Shtetos, High Level Specialist at the Agency for the Provision of Integrated Public Services.
