Lawyer Spartak Ngjela has commented on the decision of the Constitutional Court that gave the green light to the ratification in the Assembly of the agreement for immigrants to establish a shelter center, signed between Italian Prime Minister Giorgia Meloni and Prime Minister Edi Rama on November 6, 2023.
While emphasizing that the prime minister has the right to enter into agreements with other countries, Ngjela raised several questions saying that first, the government should clarify whether Albania will receive rent from the land that it will make available to Italy for temporary housing of immigrants.
" They will stay here, we don't pay anything. The construction and the entire camp will be done by the Italians. Only one question arises here, how much is the rent that Albania receives? So we need to know how much Italy will pay the Albanian state for this because it is giving them a favor, to install the influx that Italians have with refugees. If he told him for free, he made a mistake because we are not a rich country to help Italy. The problem is how much the rent will be in the contract. Albanians have delegated power to the current prime minister, who can enter into any contractual relationship with other countries", said the lawyer.
The lawyer also presented some of the measures that the government should undertake before the arrival of the refugees at the Gjadri shelter center, where among them was the need for the creation of a temporary hospital.

In the decision given by the Constitutional Court on November 29, it is emphasized that the agreement with Italy does not violate the territorial integrity of the country and, as such, is not anti-constitutional. The decision now paves the way for the voting of the agreement in the Parliament of Albania.
On November 6, 2023, Prime Minister Edi Rama and Italian Prime Minister Giorgia Meloni signed in Rome the 5-year agreement for the construction in Albania of two centers for housing immigrants. According to the agreement, the landing port will be Shengjini, while Gjadri will be the camp where their accommodation will be built. The maximum host capacity is 3 thousand beds.
