4 thousand square meter building without permit, police arrest businessman

Businessman Sino Llanaj has been detained by the police, suspected of an unauthorized construction in the Yzberisht area of ​​Tirana.

"The Crime Investigation Specialists of Commissariat No. 6 detained citizen S. Ll., 50 years old, after it was determined that in his building (building under construction), in Yzberisht, he had carried out construction work without a permit, in the common area of ​​the building," the police announced.

According to reports, Llanaj was building a palace in a public space, which according to authorities is unauthorized.

The data shows that businessman Llanaj was found to have 4,000 square meters of construction work without a permit at the construction site, and procedures have also been initiated to demolish the building.

The Deputy Mayor of Tirana, Blendi Sula, declared that illegality has no place in Tirana. He called for the respect of construction regulations to avoid penalties, warning that they will be included in the Municipality's "black list".

"If Tirana today is freer from those who occupied spaces without permission, it is a great merit of the IMT, led by Rigers Sheqeri, and the Municipal Police led by Elona. We will not stop until we vacate every space without permission and these spaces are turned into gardens and parks for children. In the photo we are in a building in the Astir area where over 4000m2 without permission was found," says Sulaj.

Llanaj is also the builder of a complex in the area of ​​the former Bus Park together with Albert Allmuça, but the conflict between them has left 120 families in the open. The two builders clashed on January 13, 2021, a fight that ended in Llanaj's injury. The families who bought the apartments have protested in front of the Ministry of Justice, as they have not been able to enter the apartments for more than 10 years.

The intervention comes as part of the action to free public spaces and illegal constructions. On October 3, Prime Minister Edi Rama presented new measures for the protection of property and territory, which have entered into force through a normative act. The package includes a blacklist for illegal builders and a 5-year exemption from obtaining a permit. In constructions that exceed the permit by 2-10%, the addition made without a permit will be confiscated in the public interest, while when it is exceeded by 10%, the entire construction will be confiscated.
