Expert Genc Juka, in a brief analysis of the situation created in recent days in Durrës, explained why the coastal city often has problems with flooding.
He said that the problem in Durrës lies in the fact that the water drains very slowly. According to him, this is a result of the lack of an administration system for the drainage channels, the lack of an entity that analyzes the necessary interventions in the drainage systems, and the lack of capacities and machinery on the part of the Municipality to maintain the sewer network throughout the year.
"In Durrës, the problem is that the water is withdrawn very slowly. If you have a well-managed system, the water is withdrawn immediately. Lack of professionalism leads to these things. For example, it is impossible for the Drainage Board, which is an entity, not to accept interventions in its profile through tenders. Maintenance is not done through tenders. Second, we need an entity like the Institute that used to be that judged every intervention that was made. It was a mistake that the institutes were abolished. In America, there is a National Drainage Entity, which is attached to the Department of Defense. I am not saying that it should be attached there, but that it should become a national entity so that it has archives. I am convinced that Durrës does not have archives of projects as they were.
In Durrës, in the early 1990s, 25 excavators were working to remove soil that blocked the drainage channels. How many excavators does the Municipality have today? I think it should be 3-4, no more. Today in Durrës, in the area of the former Marsh, there are homes and businesses that make interventions in the second or third canals, blocking the canals. An entity must give approval to make such interventions. Regarding the hydrovor, who made the project? Who approved the project? Is there a bureau? There must be an institution for this work ," Juka declared in the studio of "ÇdoKënd", on AC2NN.

Po qe banesat jane vendosur sipas nje plani rregulles me planimetri e rilevim, ku cdo familje ka marre parcelat e planifikuara nga Vendimi Km 306/94. problemi qendron se kanalet anesore te rrugeve nuk jane pastruar dhe niveli i tokes eshte nen nivelin e detit dhe ujrat nuk terhiqen. hidrovori i Porto Romanos pervec problemeve te vjetr i janeshtruar edhe te reja. punimet e mbushjes se siperfaqeve per te krijuar sheshin e kargos te portit te ri, dherat jane marre nga rryma dhe kane mbushur akoma shtratin e kanalit deri tek vepra e marrjes, stacioni i motorpompave, u tha qe do te zhvendosej dhe nuk i eshte bere asnje riparm. rruga e re ne pjesen e poshtme, pjese e koridorfit VIII ka bere ngritje te nivelit te tokes dhe shumica e dherave ka shkuar tek kanali hidrovorit. po Durresi nuk ka problem vetem lagjet e ishkenetes. ka vite qe ndertimi i pallateve me dhjetra kate ka krijuar probleme me kanale e ujrave te bardha, te pa rikonstruktuara nder vite. jepen vetem leja ndertimi po qyteti nuk ka Katakombet per terheqjen e ujrave. ndonje dite do vije katastrofa se gjithe kodra tek Vila e Mbretit Zog do rreshqasi e do marri perpara gjithe ndertesat ne Currilat. eshte koder qe vazhdimisht rreshqet. ka nje raport ne bashkine e Durresit qe eshte derguar nga Drejtoria e Situatyave te Jashtezakoneshme ne bashkepunim me dy ekspertet me te mire tane te Institutit Sizmik ne 15 nendor 1999, Prof. Sulstarova dhe Prof. Kociu. ku vecanerisht theksohet. Te mos jepeshin leje ndertimi per ndertesa mbi 3kate ne koder, te sistemoheshin ujrat qe furnizoeshin banesat e ndertuara ne koder ishin me tuba plastike ajrore, ku vende vende ishin te cara dhe krijonin rryma uji qe gerryente token, te mos lejohej hedhja e plehrave e inerteve ne hspatin e kodres se kodra ishte e rreshqiteshme. u be nje demostrim i thjeshte nga Profesoret. moren disa copa xhami dhe i ngjiten me allci ne murin mbajtes te sheshit te viles se Zogut, pas 24 oresh xhamat kishin pesuar plasaritje, aqe tregonte qe kodra duke patur ujra nentokesore dhe toke kryesisht argjilore ranore ishte ne levizje. Dihet qe Durresi ka nje terren sizmiologjik te larte, kemi nje Durres te vjeter te permbytur ne det, nderkohe ngreme 40-50m larg bregut pallate 25 kate. Cmenduria shqiptare, te cmendur jovetem ndertuesit por edhe qytetaret qe blene ato apartamente. Gjushit i bene fresk, ai ka pallate tek Vollga nga 20, e 25 kate buze detit, jo po pati probleme nga termeti me lejen e nje pallati 10 katsh. Bashkia e Durresit duhet te ngreje strukture emergjence, por edhe nje drejtori qe e detyron ligji "Per Mbrojtjen Civile" se ka te plote ple te ngreje forca e mjete operacionale, strukture te posacme, qe te punoje gjithe vitin, ne vere per dimrin e ne dimer per zjarret e veres.
