The two officials are accused of the criminal offenses "Passive corruption of high state officials or local elected officials" and "Active corruption of high state officials or local elected officials".
Duro was arrested after taking a bribe of 330,000 lek to favor the company 'DRICONS' in a tender opened by the Ministry of Health for the supervision of the reconstruction of health centers in Tirana and Durrës.
SPAK's investigations into corruption with the tender of the Ministry of Health have led to the imprisonment of four suspects together with the General Secretary of this department, Joana Duro. The administrator of the company, 'DRICONS', Vladimir Topi and the engineer Silvi Shehi, have been arrested.
They are accused of corruption as it is suspected that they are the people who intervened by giving Joana Duros 330,000 lek in bribes so that she could influence them to be declared winners in the tender for the reconstruction of health centers. The winner of the tender with a limited fund of ALL 805 thousand was announced on June 1, while SPAK intervened on June 2 when the bribe was given.
The Special Prosecutor's Office says that after the investigations, it turns out that it was Vladimir Topi who gave Duro 330 thousand lek to favor him in the tender opened by the Ministry of Health. As for the company's engineer, Silvi Shehi, he received the sum of 330,000 ALL and sent it to Laura Shtetos, High Level Specialist at the Agency for the Provision of Integrated Public Services.
The state and the engineer of the company 'DRICONS' have made the connection between the Secretary of Health and the administrator Vladimir Topi. After receiving the money from the engineer of the 'DRICONS' company, Shteto sent it to the general secretary of the Ministry of Health. Vladimir Topi and the engineer of his company are accused of the criminal offense "Active corruption of high state officials or local elected officials", in collaboration.

SPAK says that the sum of 330,000 ALL, which constitutes the irregular benefit from Laura Shteto, was found in the office of the General Secretary. The two officials arrested on June 2, 2023 are accused of the criminal offenses "Passive corruption of high state officials or local elected officials" and "Active corruption of high state officials or local elected officials", provided for by articles 260 and 245 of the Criminal Code .
The company that won the tender of the Ministry of Health and Social Protection is 'DRICONS' owned by Vladimir Topi. In the public procurement agency, it can be seen that despite the value of ALL 805,872.23 set as a limit fund by the ministry, the winning company has offered ALL 672,457.60.
