The much-touted solution to Europe's migration crisis currently houses only the Italian police, who have agreed to adopt stray dogs and sunbathe.
When Italian Prime Minister Giorgia Meloni unveiled her master plan to intercept, detain and process asylum seekers in Albania, it was presented as a grand response to Europe's migration crisis.
But a year and €67.5 million later, the scheme is stuck in judicial limbo with no option for processing asylum seekers, empty buildings already collapsing and Italian staff returning home.
" It looked like a ghost town. But then, when we went in, there were a lot of police. The thing is, they don't do anything all day because there's really nothing to do," Volt Europe co-president Francesca Romana D'Antuono, who visited the Gjadër detention center at the end of November and participated in protests against the camp with local activists.
According to D'Antuono, the senior police officer who accompanied them on the visit was unhappy with the questioning of the staff. " I think they feel the absurdity of it all ," she said.
In October, the first 16 migrants – from Bangladesh and Egypt – arrived at the centers on an Italian warship. But within seven days, the 16 were back in Italy after immigration judges at a Rome court threw out the scheme.
At the end of November, part of the Italian staff employed by Medihospes, the company that manages operations at the centers, started to return to Italy.
Sources at the Italian embassy told POLITICO that despite staff cuts last month, all stations remain fully staffed — complete with around-the-clock police shifts — in case a sudden wave of refugees arrives.
The project envisages a reception and classification center in Shengjin, where the refugees caught by the Italian coast guard are initially brought, their personal data is processed and initial health care services are offered to them. The second part of the operation, a detention camp in Gjadër, is located inland about 8 kilometers from the district town of Lezha.

Mediat shqiptare raportojnë se stafi në Gjadër – i izoluar në një fshat malor me vetëm disa qindra vendas për shoqëri – janë të izoluar, të mërzitur dhe gjithnjë e më të indinjuar ndaj kolegëve të tyre të Shëngjinit, të cilët ata pretendojnë se po shijojnë jetën e mirë.
Sipas një historie të botuar në revistën e brendshme të policisë italiane, pa refugjatë në dukje, oficerët e burgut lokal në Gjadër kanë marrë masa për të shpëtuar dhe argëtuar qentë endacakë të fshatit.
"Një dhomë pritjeje shumë e shtrenjtë"
Në prill, qeveria italiane ndau 65 milionë euro për ndërtimin e dy qendrave dhe 2,5 milionë euro të tjera për shpenzimet e stafit italian në vitin 2024. Në përgjithësi, qeveria vlerësoi se do të shpenzonte rreth 680 milionë euro gjatë pesë viteve të ardhshme për mirëmbajtjen dhe drejtimin e qendrave.
Ndërkohë, qeveria italiane pret një vendim nga Gjykata e Drejtësisë së Bashkimit Evropian, që pritet këtë pranverë, nëse përpunimi i emigrantëve në një vend të tretë është në përputhje me ligjin e BE-së.
"Është thjesht një dhomë pritjeje shumë e shtrenjtë", tha për POLITICO, Anna Strolenberg, anëtare e Parlamentit Evropian të Volt, e cila vizitoi qendrën në Gjadër me D'Antuono.
Megjithatë, policia italiane e punësuar në Shqipëri me kaq pak efekt mori një rritje të konsiderueshme pagash. Ndërkohë që paga mesatare e një oficeri është më pak se 2000 euro në Itali, ata të stacionuar në Shqipëri mund të fitojnë deri në 6000 euro.
Një emision televiziv shqiptar regjistroi fshehurazi një grup policësh italianë në qendrën e Shëngjinit duke pranuar se pjesën më të madhe të kohës e kalonin në saunën e hotelit, pasi nuk kishin çfarë të bënin tjetër.
Strolenberg argued that Meloni's plan for processing centers in Albania was unrealistic from the start. "Italy returns a total of about 3,000 people a year or less, and in Albania they wanted to process about 3,000 people a month," she said.
The facilities have already begun to disintegrate, the MEP added.
" In the hospital, you could already see the water dripping from the walls. And on the ground, the water would not go away" , she said, while adding that it was difficult to imagine how the facility will fare when it becomes populated.
Failed model or political victory?
Since the inauguration of the two centers on October 11, the project has received praise from European leaders, including European Commission President Ursula von der Leyen and British Prime Minister Keir Starmer, who both expressed interest in replicating the approach elsewhere.
Von der Leyen praised the project and called it "an innovative solution", urging other EU leaders to draw "lessons from the Italy-Albania protocol".
Ahead of the latest European summit at the end of October, Meloni chaired an informal meeting on "migration and innovative solutions" to recruit other EU leaders "interested in the issue of migration" .
But Strolenberg says that by opening the centers, Meloni has only given false hope to both European leaders and EU residents.
" Other politicians in Europe look at this deal and hope that it will succeed, that it can be a blueprint for other things ," she said, arguing that migration talks would become "even more polarized" as a result. .
Both Strolenberg and D'Antuono argued that even if the project fails, it will not be a political loss for Meloni.
" The narrative now in Italy is that if the project isn't happening, it's not because it's not a good idea, but because there are communist judges who are destroying everything, " D'Antuono said, pointing to attacks by Meloni and her political allies that claim that it is a judiciary with progressive tendencies.
" It would appear that at least she [Meloni] did the best she could ," Strolenberg said.
Meanwhile, attention is now also focused on institutions such as the EU Court of Justice, whose ruling allowed the Rome court to demand that the small number of refugees sent to Albania since October be returned to Italy.
" The European Parliament is moving to the right. European governments are shifting to the right. How long will the judicial power stay? I don't believe it will last long because the laws also evolve with the political powers ," said D'Antuono. /Adapted "Pamphlet" from "Politico"
