Bill/ Govt to tax villagers cow shed, 5 star resorts and hotels exempt

The government will tax the cow sheds, stalls and stables that cattlemen use to keep their cattle. The new draft law on the tax on immovable assets, apart from housing, also places in the tax regime the units of buildings that are included in the category of agricultural-livestock properties.

In Article 3, the law defines as agricultural and livestock property any immovable property that is used or planned to be used for agricultural or livestock purposes, including, but not limited to, fields, orchards, vineyards, olive groves, pastures, meadows, stables and real estate that are used or are planned to be used for supporting activities such as collection, storage and conservation of agricultural and livestock goods.

Even the tax regime on sheds and stables will be tougher than that of housing. According to the draft, the hut tax will range from 0.15 percent of the value to 0.3 percent of the value. Consequently, a farmer who has set up a stable that costs 500 thousand euros will pay up to 1500 euros in tax per year for the stable.  

Placing livestock buildings under taxation, at a time when Albania is facing a drastic decrease in the number of livestock, is expected to damage the livestock sector even more.

Meanwhile, in the same law, the government has taken care to maintain the fiscal exemption of luxury resorts and 5-star hotels. So in the new draft, the government taxes cow sheds with wealth tax, but not luxury hotels and resorts./Oligarchy
