
Residents say that a criminal complaint has been filed against the firm regarding the 29 signatures collected on behalf of residents, which they consider to be forged.
Dozens of residents of the Kaçinar administrative unit of Mirdita protested yesterday in front of the Ministry of Energy in Tirana, against the construction of four hydroelectric power plants by the concessionaire “Shpërdhaza-Energji”. They demanded the banning of this illegal project according to them and the intervention of the prosecution with investigations, for violations of the law by local and central officials. They called for “Water is life, do not dry our souls” and “No black hand on white Mirdita”.
" They want to steal our water, the most precious human asset. We have no information whatsoever. The residents were not informed about the permit, which is illegal. The competent bodies should investigate, it is in violation of the law. We have informed all institutions to stop this project and the construction of the HPP, " said, among other things, the organizers of the protest and the residents of Kaçinari.
According to them, there is even a criminal complaint in this case against the mayor of Mirdita and the owner of the concession company, and they "must be held accountable before the law and justice."
Artur Kadarej stands behind the drying water
The oligarch of medicines and dubious tenders in the health sector, Artur Kadareja, is behind four hydroelectric power plants in Kaçinar, Mirdita, together with his relative, Idriz Kadareja. Filed for fraud with medicines, fraud and falsification of documents with tenders in the health sector, Artur Kadareja is the owner of the company 'BIOMETRIC ALBANIA', a company that has won 600 tenders in the health sector worth around 60 million euros.
Artur and Idriz Kadareja are owners of the company 'IAK Invest', which bears the initials of their first and last names, with the object of activity 'financing, design, construction, commissioning, administration, maintenance of the hydropower plant'.
The company 'IAK Invest' has 85% of the shares in the company 'SHPERDHAZA – ENERGJI', which has won the concession denounced as corrupt for the construction of hydropower plants in Mirdita. Artur Kadareja bought the shares from citizens Roland Vesili, beneficiary of 60 public tenders, Shpendi Zotaj and Mezan Malaj, the latter a former SP MP in Vlora.

Residents claim that the concessionaire is working without an environmental permit. Regarding this claim, the mayor of Mirdita, Albert Mëlyshi, stated that he had sent a request for inspection to the relevant ministries that issued the permits, since the project does not fall within the direct competence of the municipality. According to him, the municipality is obliged, at the request of the residents, to notify the National Inspectorate of Territory to acknowledge their concern, but it does not have the authority to suspend the works. SPAK has reviewed the residents' complaint and has decided to send the file for competence to the prosecutor's office of ordinary jurisdiction. / Prapaskena
