
Local affairs expert Agron Haxhimali spoke about the talks for a new territorial reform between the government and the opposition.
Haxhimali said that the government's position is for a smaller number of municipalities, while the opposition is demanding a larger number.
According to the expert, the previous reform required the country's municipalities to be producers, but most of them remained in the status of 'consumers of government funds'.
"Mazniku said that we need to create units to operate in line with the government's dynamics on integration and other issues. The municipalities we have today did not respond to the dynamics of the central government. They remained more closed. There are a number of reasons, but the leadership and style leave much to be desired. These 61 municipalities, although they were enlarged, the mentality to administer a larger territory for some of them was below the level of the former municipalities. There is no more modern approach. We have two typologies: consumer and producer. Our municipalities were enlarged to be producers, but they consumed government money.
"Boçi's approach is natural, between years of governance and where the citizens see him. These are important elements that make the citizen find peace ," he said.
Haxhimali also said that the new reform should serve the needs of the country's 2.4 million inhabitants.
"The government has said that we want a lower number of municipalities. The opposition has accepted the review of the reform that they want to regulate all dimensions, but they want a larger number. The reforms are made in a combination of reasons and logics on how to best serve 2.4 million citizens," he told "Abc News".
