Prime Minister Edi Rama said that the modernization of the administration is essential, adding that the performance of the administration is a joint mission.
Edi Rama made these statements during the presentation of the motivation plan of the public administration.
"If this meeting has a special value today after the start of the process led by Adea for the re-energization of the Public Administration, it is the fact that, as you saw, the initiative has an essential element in the whole way it was designed. The more they improve, the more everyone can expect from themselves and from us. Seemingly small things, one says 'why hasn't this been done before'. Precisely because such a practice has not been followed before, the bosses who make the decisions seem small. It is difficult for them to understand that counting at 8 o'clock should not turn into a formal act of supposed discipline" , said Rama.
Further, the prime minister brought to attention a debate with a colleague who had an obsession with catching employees late, while emphasizing that for Rama, flexibility in the work schedule is not only normal to consider, but today it is also possible.
"I once argued with a colleague who had an obsession with catching employees at the door at 08:01. My experience was different. The main thing for me was the feeling of the staff as part of a common work. As part of the mission, a common reason. And not as part of a routine with a formal discipline that takes the fun out of the workday. So flexibility in working hours is not only normal to consider, but today it is also possible for another reason. It was also impossible to think about flexibility at work due to a large number of employees engaged in direct services to citizens. Most services are provided online. We don't have counters. 90% of the processes are online today" , said Rama.
