It was December 14, 1987, when an extremely serious event shook the entire city of Korça. In one of its neighborhoods, in a residential building somewhere near the “Skënderbeu” Stadium, during a pursuit by police forces, a “problematic” citizen lost his life after falling from the fifth floor of the apartment where he lived with his family. Regarding his tragic death, various versions were given about how it happened, even though the macabre “scene” and gunfire were seen and heard by dozens of citizens who had gathered near that building, as usually happened in those years, wherever there were “extraordinary” events and the presence of police forces!
But who was the "problematic" citizen who tragically lost his life by "falling" from the fifth floor of the building and why were there numerous police forces there at that moment? Why was that event kept secret by the Internal Affairs Branch of the city of Korça, which did not refer it to the General Branch of the Ministry of Internal Affairs in Tirana, where as a rule, even a minor injury of a citizen who could fall from a motorcycle was reported in detail, and not a death, even extremely tragic?!
The archival documents in question that we are publishing in this article should be noted as being unique in terms of authenticity, which is reflected in the operational correspondence between the Korça Internal Affairs Branch and the Minister of Interior at the time, Hekuran Isai, through which not only the chronicle of a foretold death is revealed, but also the pathology of the system in the last years of the communist regime.
What was initially reported as a suicide by jumping from the fifth floor, after further verification, turned out to be the result of a brutal and incompetent intervention by the police forces, even the deputy chief of the Internal Affairs Branch of the Korça district, Demir Rifat Drita! The archival document clearly shows how the main leaders of the Police of that city, (such as Petrit Dashi), in an attempt to keep their crime secret, instructed that all the details not be recorded in the incident book, trying to hide the fact that the victim had been shot with a firearm!
But as we will see from the notes of Minister Hekuran Isai, they expose a policeman who “fights with a madman with a gun” and the inability of the cadres to fight “body to body” with the perpetrators, preferring to use a pistol against a defenseless man in a nervous breakdown. The document closes with the announcement of the arrest of the deputy chief of police, Demir Rifat Drita, marking one of the rare cases where police violence was punished (albeit under the pressure of institutional “shame”).
Given the above, these documents are chilling and extremely important evidence, as they show the functioning of the state mechanism of that time, where, as a result of the inability to hide that event, official reports, attempts to cover up the truth, and harsh hierarchical reactions collide.
Regarding this and other things about that extremely serious event that shook the entire city of Korça in that freezing December of 1987, (about which even today, after nearly four decades, surprisingly not a single line has been written), we are introduced to the secret archival documents in question (with the relevant facsimiles) extracted from the Archives of the Ministry of Interior, (already declassified), which shed light on everything that happened there that day, as well as on all the machinations that the Korça Internal Affairs Branch used, not only to keep that event secret, but also to present it as a suicide!

Regarding your request, comrade minister, regarding the Korça event, regarding the suicide by jumping from the fifth floor of Manol Vangjel Troja, it was clarified as follows:
The incident was reported by the Korça Internal Affairs Branch, and the Chief of Police, Bashkim Kushe, who described it in full detail with all the characteristics and circumstances.
Specifically, he described the fact of the intervention of the police and the deputy chief, who, in an attempt to arrest Manol Troja, attempted to hit the victim with a crowbar and, to avoid being hit, also shot him with a pistol.
The frightened and angry victim managed to escape the police and after climbing to the fifth floor, naked, he jumped and died.
The incident was referred to the operational service officer, comrade Rakip Nelaj, who received the full report, but the head of the operational service group, comrade Petrit Dashi, told comrade Guri Papa that all the details provided by the Korça Internal Affairs Branch should not be recorded in the incident book, as there was no need.
The description of the event in the operational communiqué dated 14.12.1987 is recorded in full, in accordance with the note taken on 12.12.1987.

Në lidhje me shënimin Tuaj, për të vërtetuar nëse është qëlluar me armë nga zv/shefi i policisë në drejtim të viktimës Manol Troja dhe nëse është goditur në trup, sqarojmë:
Nga ana e zv/shefit të policisë Bashkim Kushe, u është thënë shokëve të shërbimit operativ, në kohën që është zhvilluar përleshja, për ta nënshtruar viktimën nga ana e pjesëtarëve të familjes, mjekut dhe policisë, dhe me që kjo nuk ishte bërë e mundur, pasi ai i ka kërcënuar me levë për t’i goditur, zv/shefi i policisë ka shtënë me armë për ta trembur, dhe pasi u ka shpëtuar atyre, është futur në dhimë duke mbyllur derën dhe është hedhur nga ballkoni.
Nga ky njoftim i bërë prej shefit të policisë, nuk rezulton që ai të ketë thënë, se është goditur në gjoks me plumb.
Për të skjaruar pse Dega e Punëve të Brendshme Korçë, nuk thotë të vërtetën, u bisedua me kryetarin e Degës së Punëve të Brendshme, shokun Arif Hasko dhe zv/kryetarin e Hetuesisë së rrethit, shokun Marenglen Rrapi, i cili është dhe hetues i çështjes, dhe rezulton se kjo çështje nuk është analizuar akoma, për faktin se nuk dihej si rrethanë nga kryetari i Degës, që nuk është dhënë informacion i plotë grupit të shërbimit operativ, dhe tani që ajo është bërë e qartë, analiza nuk është bërë akoma, për të mos ndikuar negativisht në hetimin e çështjes, pasi ndaj zv/shefit të policisë ka filluar çështja penale.
Shokët e Korçës thonë se zv/shefi i policisë ka qëlluar me armë viktimën, në kohën që ai ka qenë i kacavjerur jashtë parvazit të ballkonit.
