Following the publication of SPAK's annual report for 2025, the head of the Special Prosecution Office, Klodian Braho, also reacted, evaluating the results achieved in the fight against organized crime and corruption.
In his message, Braho emphasizes that the data in the report show progress in the investigation and prosecution of these crimes, while appreciating the work of SPAK prosecutors and investigators of the National Bureau of Investigation. He adds that, despite the results, the fight against corruption and organized crime remains a challenge that requires continuous efforts.
"The data from the 2025 Annual Report show that SPAK has made progress in the fight against organized crime and corruption, and for this I appreciate the work of the prosecutors of the Special Prosecution Office and the investigators of the National Bureau of Investigation. However, these are challenges that require continued efforts.
"We are working intensively to investigate and prosecute all those officials who have abused their office. A key role in SPAK's achievements has also been played by strengthening cooperation with international partners to investigate every person who has committed a criminal offense, showing that no one is above the law and that everyone is equal before it," Braho's message states.

SPAK publishes Annual Report for 2025 - Increased investigations and concrete results in the fight against corruption and organized crime The Special Prosecution Office against Corruption and Organized Crime (SPAK) published on March 9, the Annual Report for 2025, which presents the main developments and results in the fight against organized crime and corruption.
During 2025, the volume of criminal investigations increased compared to 2024. SPAK investigated a total of 871 criminal proceedings, of which 294 new cases and 577 carried over from 2024.
The total value of seized and confiscated assets amounted to approximately 45.4 million euros.
SPAK has continued its investigation of high-level officials with determination, registering 6 new proceedings and 16 people under investigation. Out of 30 officials and former high-ranking officials under investigation, 18 people have been sent to court with a request for trial, while 10 of them have been sentenced with a final decision.
Seizures and confiscations
43.49 million euros represent the value of the seized assets (about 96% of the total);
1.91 million euros represent the value of the confiscated assets (about 4% of the total).
This value also includes the seizure of TETHER (USDT) cryptocurrencies, with an equivalent value of 14.5 million dollars, or about 12.4 million euros.
SPAK has continued to intensify the fight against corruption by recording:
24 proceedings with 147 defendants for non-high-level corruption, and
10 proceedings with 13 defendants for high-level corruption.
As for the volume of investigation of cases or investigations related to corruption, these are 220 for the year 2025, while the completed cases are 156.
The fight against organized crime has increased:
The number of completed cases and investigations has increased by about 3.4%, from 58 in 2024 to 60 in 2025.
Comparative data for the period 2024–2025 also shows:
an 11.5% increase in persons under investigation, and
a 36.6% increase in persons sent to court.
The number of convicted persons is high:
During 2025, the Special Court against Corruption and Organized Crime issued 66 convictions, with 197 people convicted.
Of these:
41 decisions with 108 people convicted for criminal offenses related to corruption and other criminal offenses.
25 decisions with 89 people convicted for criminal offenses related to organized crime.
Detention measures have been reduced:
The report also highlights a decrease of about 53.4% in the use of the security measure "prison arrest", reflecting a shift towards alternative security measures.
For the year 2025:
For corruption offenses, the measure “prison arrest” accounts for 3.45% of the total number of persons under investigation (about 5% in 2024);
For organized crime, this measure accounts for 21.4% of the total number of persons under investigation (from about 31% in 2024).
International cooperation has been consolidated:
SPAK has continued to consolidate and intensify cooperation with international partners in the fight against transnational crime and corruption.
95 requests for legal assistance from abroad, an increase of 35.7% compared to 2024.
66.3% of requests were executed within the year.
Key partners include Eurojust, Interpol, Europol, United States authorities, as well as counterpart authorities in the region and in South America.
The year 2025 reflects SPAK's progress in strengthening a sustainable and transparent approach in the fight against organized crime and corruption, through concrete results in investigations, the seizure of assets of illegal origin, and the expansion of international cooperation, contributing to increasing public trust and strengthening institutional capacities.
