Initially, at the end of 2021, with a long message addressed to all colleagues in the "Uhatsapp" group named "Oncology Service", in which they are all doctors and managers, he asks to know more about the standards of this cabinet .
"The problem raised by me is related to the room, which does not have adequate protection for everyone's health. Anyone who has information should tell us. If we do not have radiation protection standards, who is more and who is less, we are damaged", writes Hoti.
There was an immediate chain reaction of other doctors who are part of the group, who are looking for more detailed information.

In the file of the Prosecutor's Office of the capital it is said that it is unclear who ordered the cobalt in the conditions when the hospital had not created the means to store it, since brachytherapy, if it was ever to be put into operation, had to be in a room such as a bunker, with concreted and thick walls so that dangerous rays do not spread to other areas of the hospital. But this security room - say the investigators from the field observation - was never built. If the cobalt substance is not used for radiation therapy, then not only its properties for the treatment of the patient decrease, but the risk of the spread of radioactive rays in the environment increases.
The person who may have knowledge about the behavior of cobalt may be Drilona Kishta, the former specialist of the radiation office at QSUT, who currently lives in America and has an obligation to appear for which she will be notified at the border. It is suspected that she did the expertise that guaranteed the conditions for an anti-radioactive bunker, but the prosecution body says that a series of measurements by foreign experts, raised the alarm that the radiation in the oncology corridors from the cobalt source that was left to the square without conditions, it was 20 times higher than the rates, but the German expert's data is said to have been withheld.
The deputy director of QSUT Brikena Qirjazi is also under investigation for the failure of cobalt therapy, leaving patients without this service for years, as a security measure. According to a KLSH report in 2023, 200 patients affected by skin tumors did not receive the radiotherapy service.
