Socialist Party MP Fatmir Xhafaj has once again attacked independent institutions from the Parliament podium, which according to him have shortcomings in performance, transparency and accountability, an indirect attack on the Albanian Supreme Audit Institution, which has repeatedly highlighted violations by the Rama government and the institutions under their jurisdiction.

"There are still shortcomings in performance, transparency and accountability. The reporting process should be seen as an instrument for improving performance. Independence cannot be interpreted as a lack of accountability. Independence and accountability complement each other," said Xhafaj.

His statements come shortly after, during the review by the Committee on Civic Initiatives, Cooperation and Institutional Oversight of the annual report of the Supreme State Audit Office, he requested that the institution's work not only focus on identifying violations, but also on assisting the administration in preventing them.

"The issue here is not how to catch institutions in error. This should not be the philosophy of audit work. But how to help institutions make as few mistakes as possible. How to help institutions, to prevent them, to have as few legal violations as possible in the administration of public property," declared Xhafaj.

He also discussed the way in which the work of the SAI should be evaluated.

"By what should we measure the success of the Supreme State Audit? By the number of audits? By the number of recommendations? By the value of the identified economic damage, which is often unknown as to what the real damage is? Or by the change that the audits have brought to the way the public administration manages citizens' funds? Personally, I believe that the fundamental standard should be the latter," he said.

Further, Xhafaj said that citizens expect problems not to be repeated and not just to be identified in audit reports.

"The citizen does not just wait and is not interested in knowing that a problem has been identified or how many audits have been conducted, he expects that problem not to recur ," he said.
