Even though the price of a pack of cigarettes has increased by 10 to 30 lekë, depending on the brand and point of sale, Albanians continue to consume more and more cigarettes. The increase in excise duty, a tax intended to discourage smoking, does not seem to be having the expected effect.
"The truth is that, although the excise tax is constantly increasing and the increase calendar drawn up by the government has been correct, it currently has no effect in our country. The main reason is the existence of illegal trade. When the excise tax for regular companies increases, many cigarettes are found in the informal market at lower prices," said Roland Shuperka, an expert on tobacco issues.
As a result of this phenomenon, those who benefit most from price increases are precisely those who have given up tobacco consumption.
"The trend is that smoking is shifting to the most vulnerable groups, which does not give the proper effect of the policy of increasing excise taxes. Let's not forget that due to illegal trade, the country loses about 100 million euros per year ," he told "Vizion Plus".
According to data from the Ministry of Finance, last year, around 3,500 tons of cigarettes were imported into Albania, an increase of 9% compared to 2024.
In parallel with the increase in the price of traditional cigarettes, the excise tax on electronic cigarettes or so-called "vapes" has also increased, from 18 lek per milliliter to 20 lek per milliliter, affecting a large number of young people who consume them.
"New nicotine products are considered less harmful, but misinformation about them is widespread. The spread of incorrect information could lead to more illness and increased mortality in individuals ," the expert concluded.
In parallel with tobacco, prices will also increase for alcohol, coffee, and fuel at the beginning of this year.
