Tirana's incinerator has received 60 million euros from taxpayers to date. After the seizure, the court is expected to appoint a state administrator, who will manage it.
Journalist Ola Xama said that SPAK should go to the end of the investigations, since among those responsible is the Municipality of Tirana itself and the mayor Erion Veliaj.
"I don't want to make personal judgments, but I think Mr. Veliaj should answer why he signed when the minister was against it. Mr. Veliaj's firm without a decision of the Municipal Council contradicts the local government law. The municipality of Tirana is responsible because it was paid, it is the authority that made the payments, it must demand an account why there was no incineration. At 29 euros per ton, the concessionaire has never been told to lower the rate. How is it possible that different investment values are reported from one year to the next. If it is investigated and SPAK is willing to go to the end, there are many responsible and the Municipality of Tirana is not excluded from this, which requested and signed to have an incinerator in Tirana", she said.
Xama said that if the incinerator of Tirana would have cost the citizens of the capital another 7 million euros by the end of this year. She added that the main question regarding the Tirana incinerator is why this work should be built by the private sector and have a partnership with the private sector.
"The law says it clearly: it should cost less. Klodian Zoto made the arguments why it is cheaper. He has put up some numbers and no one has checked them.
Regarding how the management of the Tirana incinerator will proceed, Xama said that it is expected to be determined by the Seized Property Agency. "Since the incinerator is under sequestration, an administrator will be appointed by the court. If we look at the case of Elbasan, it has passed under the administration of the municipality. In the case of Fier, the administrator requests 2 million euros for the work to be completed. Now it remains for the Seized Property Agency to come out with an announcement explaining how this work will be managed", she said in an interview with the media.
