The news that SPAK has seized Tirana's incinerator has shocked the government. Now the propaganda that someone ate plums and apples behind the chef's back no longer makes sense, when it is known that Rama supported the capital's chili even after its well-known owners were announced as wanted. But this summer's surprise news is worthless only because it saved Albanian taxpayers at least 15 million euros per year (with an official profit margin of 35%) that they paid to Mirel Mërtir and Klodian Zoto. It doesn't even matter that he stripped the government of the money that was returned to him to finance the media close to him and to fight the opponents. Above all, his value is political because he proved that the incinerator of Tirana is a deliberate robbery, piloted from above. And there are at least three arguments that prove this.
The first argument concerns the money lost from the state budget that continued to pay Mertirin and Zoto even 18 months after they were declared wanted.
The second argument is related to the bonus of 8 points that the Rama government gave to an unregistered company and that it did so only 9 months after receiving this privilege.
The third argument concerns the implication of Veliaj who has signed personally to take over the costs bypassing the municipal council. It is precisely for these reasons that the seizure of the Tirana incinerator was hindered so much, although the continuation of payments to its owners in search approached 100 million euros. Let's take these arguments in turn...
1) The government continued to pay the wanted persons for another year and a half
The first argument concerns money lost from the state budget. If we open the archives, we will see that the arrests of Lefter Koka, Mirel Mërtir and Klodian Zoto were executed in December 2021. So, almost 18 months have passed so far. More than 540 days. And throughout this period, the state budget has continued to pay 80,000 euros per day to the company that was suspected of corruption with the Elbasan and Fier incinerators.
Both the government and the municipality of Tirana stubbornly continued to pay with the excuse that they had no proof that they were the same owners. Finally, at the request of SPAK, the special court seized the Tirana incinerator with sufficient evidence that it is the property of Zoto and Mërtir. So today's decision has a political value in addition to legal value. It shows who has been right this year and a half, those who demanded the termination of millions or those who continued to pay the fugitive accomplices. Also for this propaganda reason, the government did not want this devastating defeat for its image.
2) The bonus that directly implicates Rama
The second argument as to why the sequestration of the Tirana incinerator is important lies in the fact that it directly implicates the Rama government. Without taking into account the occult connections and the back-and-forth procedures that favored the bosses of the incinerators in Elbasan and Fier, without once again mentioning the fact that the government was run by Klodian Zoto's computer, where its decisions were written, there is an even more serious fact.

Pra mjafton dhe ky fakt i thjeshtë që të kuptohet se lidhja e shkurtër për të ndarë paratë ishte bërë me kohë, gjithçka ishte e paravendosur.
Dhe është e kotë të pretendohet se njerëz poshtë kryeministrit kanë ngrënë dardha dhe mollë pas shpinës së tij. SPAK ka gjetur një letër ku ministrja e shtetit, Ermonela Felaj, e kundërshton këtë bonus me argumentin se kompania nuk ekziston. “Fatkeqësisht, pavarësisht kërkimit disa herë, qoftë me emër kompanie, qoftë me emër aksioneri, nuk kemi mundur të gjejmë shoqërinë të regjistruar në Qendrën Kombëtare të Biznesit”, shkruajti Felaj në përgjigjen e saj për ministrin e Mjedisit, Lefter Koka.
Pra, anëtarja e kabinetit që qëndronte në paradhomën e Ramës e ka ditur manipulimin. Por kjo nuk e pengoi kryeministrin që të miratonte bonusin prej 8 pikësh, ndonëse kompania do regjistrohej pas plot 9 muajsh, në 30 gusht 2017. Pra të gjithë e dinin se ç’po bënin, pavarësisht nga alibitë që nxjerrin sot. Në dosjen SPAK për Arben Ahmetajn ka një konkluzion të fortë për këtë pikë. Aty thuhet: “Konstatohet se ai (Ahmetaj, shënim i lapsi.al) nuk ka penguar vijimin e mëtejshëm të procedurës, pasur parasysh faktin se shoqëria për të cilën kërkohej bonusi nuk ekzistonte sipas legjislacionit shqiptar”. Po kjo logjikë e përdorur për ish ministrin e Financave a është e vlefshme edhe për shefin e tij?
3) Veliaj në mënyrë të jashtë ligjshme mori përsipër financimin
Argumenti i tretë, se pse çështja e inceneratorit të Tiranës nuk duhej të hapej, ka të bëjë me implikimin e Veliajt. Ministria e Financave e kishte kundërshtuar inceneratorin e Tiranës si jo të përballueshëm për buxhetin e shtetit. Me një sërë letrash Arben Ahmetaj i është drejtuar kryesisht homologut të tij të Mjedisit, Lefter Koka, se bashkitë e qarkut Tiranë duhet të merrnin përsipër kostot e operimit. Në një letër të Ahmetajt, cituar nga dosja e SPAK thuhet: “Duke qenë se në studimin e fizibilitetit shpreheni se Qarku i Tiranës është financuesi dhe përfituesi kryesor i projektit, kërkojmë nga ana juaj marrjen e miratimit me shkrim nga ky qark”.

So Veliaj took the financial commitment personally in March. Although he later, even in the parliamentary investigative commission, claimed that he approved the budget in the municipal council, in September 2017, this has no value. Because in August the concession was granted and the Zoto-Mërtiri scheme started working.
