The Special Prosecution Against Organized Crime and Corruption ordered on Tuesday the seizure of the company that operates the controversial Tirana incinerator contract, after announcing that the preliminary investigation has revealed that Klodian Zoto and Mirel Mërtiri are the real owners of the project and that the company has released millions of euros forged invoices, paid by the taxpayers of Tirana, Durrës and neighboring municipalities.
According to the prosecution, the investigation "resulted that citizens Klodian Zoto and Mirel Mërtiri are the "de facto" owners of the company "Integrated Energy BV SPV" sh.pk, which won the concession contract "Construction of landfill, incinerator and rehabilitation of existing storage sites, Tirana", and are the "de facto" owners of its parent company, established in the Netherlands, "Integrated Energy BV", later changed to "Geogenix BV".
"From the evidence obtained during the investigation, it turned out that the citizens Klodian Zoto and Mirel Mërtiri have used other persons and companies to hide their traces as the real owners of the concession company "Integrated Energy BV SPV" sh.pk," it is stated in the announcement of SPAK.
The Albanian government led by Prime Minister Edi Rama has awarded three concession contracts to these businessmen, two of which were seized earlier by SPAK, while the third and largest one is under investigation. The company winning the concession is registered in the Netherlands, while its owners registered in the register of beneficial owners are some Italian and French citizens, who are suspected of being a facade to hide the real owners.
"It has been proven that citizens Klodian Zoto and Mirel Mërtiri are the people who guided and made the decisions regarding the concession company "Integrated Energy BV SPV" sh.pk and the parent company in the Netherlands with the former name "Integrated Energy BV", currently "Geogenix BV", which coincides from the moment of establishment of these companies and continues", says the announcement of SPAK.
“Nga aktet e administruara deri në këtë fazë të hetimeve, rezulton se shtetasi Klodian Zoto, në bashkëpunim me shtetasin Mirel Mërtiri, kanë përfituar në sajë të faturave tatimore të falsifikuara, vlerën monetare 409,428,000 (katërqind e nëntë milion e katërqind e njëzet e tetë mijë) lekë, ku shtetasi Klodian Zoto është paraqitur dhe ka deklaruar fatura të falsifikuara për punime të kryera nëpërmjet shoqërisë tjetër të tij “Integrated Energy Services” sh.p.k., si nënkontraktor i shoqërisë koncesionare “Integrated Energy B.V. S.P.V.” sh.p.k. Në kohën e lëshimit të këtyre faturave të falsifikuara, provohet se aksionerë “de facto” kanë qenë shtetasit Klodian Zoto dhe Mirel Mërtiri,” thuhet më tej në njoftim.
Kompania Integrated Energy B.V u themelua në vitin 2017 dhe që nga ajo kohë, ka faturuar qytetarët shqiptarë në mënyra të ndryshme, përfshirë përmes sistemit fiskal për qeverinë apo përmes tarifave të detyrueshme për depozitim mbetjesh.
Të dhënat e bilancit të kompanisë të publikuara në Qendrën Kombëtare të Biznesit, tregojnë se mes viteve 2017 dhe 2021, qytetarët i paguan Integrated Energy BV së paku 7.9 miliardë lekë në formën e tarifave koncesionare dhe tarifave të shërbimit të depozitimit. Në vitin 2021, të ardhurat e kompanisë arritën në 2.6 miliardë lekë. Bilanci i vitit 2022 nuk është depozituar deri më tani në QKB, por të dhënat e pagesave të thesarit të buxhetit të shtetit tregojnë se nga 1 janari 2022 deri më sot, kompania ka përfituar edhe 2 miliardë lekë të tjera. Duke marrë parasysh këtë, dhe të ardhura të tjera që kompania faturon për depozitimet, deri në kohën e sekuestrimit në gusht 2023, fusha e mbetjeve të Tiranës duket se u ka kushtuar taksapaguesve minimalisht 100 milionë euro.
