A few days ago, an urgent letter arrived on the desk of the prime minister and several ministries from the company Integrated Energy BV shpk, now under state administration. The object of the letter was the urgent issue of capacity for urban waste management.
"Since the moment that the Agency for the Administration of Seized and Confiscated Assets has taken over the company "Integrated Energy BV SPV" sh.pk, it has determined that the Waste Treatment Area is at the limits of its capacity for urban solid waste management, " said the letter.
Since the signing of the incinerator concession, Tirana's waste has been deposited in the landfill approved with the relevant permit of the KKT in 2019. This landfill has a total capacity of 420 thousand cubic meters of waste and was expected to fully meet the demand until the construction of the incinerator, which would then burn the waste. But the incinerator was never built and the waste ended up in a landfill.
Alarm after seizure
A week after taking Integrated Energy under administration, in August of this year, the Seized Assets Agency officially notified the Ministry of Infrastructure as the contracting authority that the existing landfill had only 60 calendar days of capacity for waste accommodation.
Due to this urgent impasse, the Agency asked the Ministry to intervene urgently to approve the change of destination of the landfill that was designated for hazardous waste, turning it into an additional cell for the disposal of urban solid waste. But the 60 days passed and the Ministry of Infrastructure did not intervene.
"The company "Integrated Energy BV SPV" sh.pk, found in a very difficult situation for waste management, has found a temporary solution for the continuation of waste disposal in an area of the existing landfill," the letter states. But this solution is temporary and adds less than 3 months of life to the landfill.
Therefore, the company asks the Ministry of Energy and the National Council of the Territory to change the destination of the landfill that was designated for hazardous waste, turning it into an additional cell for the disposal of urban solid waste.
The Tirana incinerator concession, which the prime minister once called pride, continues to manifest the problems left behind by the corruption affair. As the capacity of the landfill has been completely exhausted, the state will now have to spend another million euros to create new spaces for the disposal of urban waste./ Kapitali
