'There are jobs, but there are no professionals' - this is one of the most popular slogans of Prime Minister Rama, who has almost filled our minds that things are really so good in this country.

And it seems that this slogan has been translated in the best way by the Municipality of Tepelën, which, according to KLSH, employs two people in the Territory Protection Inspectorate in violation of the law

The first is inspector Enrik Lamaj, who does not have the proper education. According to the law, chief inspectors and inspectors of the Territory Protection inspectorate must have the necessary higher professional education in the fields of law, construction engineering, architecture, urban planning, construction, transport, materials technology, geology, hydrogeology and the environment.

While Mr. Lamaj, based on the letter of the KLSH, has graduated from the "United High School of Officers" and this lack of professional training necessary for the job position affects the implementation of his duty as an inspector.

This does not seem to be a problem for the Tepelena Municipality.

Inspector Enrik Lamaj says that he made a request to the municipality to start work and he started.

'No, I didn't break the law, but I looked for a job like everyone else. I have been practicing it for 6 years, but the chief inspector is a construction engineer. We are also looking for another inspector, but it is difficult. There is no. We asked. It is lacking. I have since 2018. I have a higher education, I have worked in state institutions, in the State Police, I have a cv.

No one comes to you, a construction engineer with a salary of 400,000 lek.

I would be happy if the KLSH noticed other aspects as well, with such detail that the inspectorate of Tepelena has seen in other cities...'

The second on this list is Mr. Gezim Malka, the chief inspector of the Local Inspectorate of the Territory, who is employed twice in the state administration, once at the District Council and once as chief inspector.

But exercising the duty as chief inspector is not in accordance with the law, as he was not appointed as part of the structure and cannot exercise that duty, being employed in another institution full-time.

'This is not decided by me, this is decided by human resources and the legal office at the municipality. I don't know if the law was broken or not.

- Since you have two positions... You did not have a contract as chief inspector.

-You signed a contract then or not?

- I signed a contract for this year.

- I don't know how to say. I know that I did this work for free. Even to this day, I am under contract, without payment' - declared the chief inspector.

While the lawyer of the institution states that for 2022 they only had an order of the incumbent for his appointment, but no contract.

We will be responsible for this, given that the audit report has been released, each of us will have his own responsibilities, we don't have to discuss it.

In fact, we have to discuss it, but not with the lawyer anymore, but with the head of the country.

 -It's very true. We have taken all measures. We have accepted that it is a fact.

- That is, a violation of the law has been committed?

- Please, in 2021 we had chief inspector Gezimin, he moved to the District Council and this position remained vacant. We made some calls, but it's not like there was any expression of interest and we ignored it.

- There were no young people, no students?

- Then we make a call in front of the camera to invite the young people to come and work in accordance with the law.

- They are not without school. We did not take them from the street.
