Albania "warehouse" of illegal immigrants for Italy, the first

In Shengjin, work has been completed on the first reception center for immigrants coming to our country

In San Giovanni Medua, a seaside resort an hour's drive from Tirana, the summer season is not yet over. Groups of young people fill the beaches and at the bus stations they wait for the buses to pass.

Shengjin, this is the name in Albanian, is a favorite holiday destination for Kosovars and according to tradition, Julius Caesar landed here during the war against Pompey.

In addition to the long beach, Shengjini is also known for its port, which has grown significantly in recent years along with the boom in the Albanian economy. It is here that the first of the two centers for the reception of immigrants, created by Italy, will be built as part of the agreement with the Albanian government which will last five years (then it will be renewed) hosting up to 3 thousand people. The entrance to the port is monitored and no one can enter without permission, so we are attracted by a new place that has opened in front of the port: Trattoria Meloni. It is an Italian restaurant dedicated to the Italian Prime Minister Giorgia Meloni in which photos and paintings with the Prime Minister cover all the walls of the restaurant.

We talk to Gjergji, one of the waiters, and he tells us: "We are waiting for Melon for lunch when he comes to visit the immigrant center" while Mark, a customer, tells us his opinion about the new immigrant center: " For us, not is a problem, it is important not to create difficult situations of public order".

We ask how we can see it better and he shows us a small road that goes up a hill, from here we can clearly observe the harbor and the new structure which will act as a hot spot and the first landing center as takes place today in Lampedusa. The hotspot is ready and we can see the cameras monitoring the fence and prefabricated buildings, then the migrants arriving here are transferred to Gjadër which is about twenty kilometers inland from the coast. Right here, the current center of accelerated procedures is located in a former base of the Albanian Air Force of about 77,000 square meters consisting of three different structures.

The first will host up to 880 migrants from "safe countries" who will be subject to so-called "accelerated border procedures" and within twenty-eight days it will be necessary to determine whether they are eligible for protection or no, or if they will have to be repatriated. The second structure will be a 144-bed repatriation center where immigrants who do not have the right to protection before deportation will be held, and finally a third structure which will act as a 20-bed mini-penitentiary for those who commit crimes within the center. 

In Gjadër, the works for the construction of the center are progressing rapidly, until today the jurisdiction of the land is still Albanian and will become Italian when the works are completed, even if the Italian police and carabinieri are already present to guarantee security. The migrant center is located in the middle of a hilly area in an Albanian village, surrounded by an imposing metal barrier built in a few weeks, behind which are the prefabricated buildings intended to house the migrants. The perception that appears during the visit to the area around the structure is that the works are in the final phase and that in October, the center will be able to enter into operation.

Only "non-fragile subjects" will arrive here and if they are not considered suitable for reception, they will be repatriated. This is a new procedure carried out yesterday against two Tunisians who landed in the last few days and took shelter in the Empedocle detention center: "repatriated thanks to the accelerated border procedures. An effective tool to fight irregular immigration is included, also thanks to Italy, in the new Pact on Migration and Asylum", as Interior Minister Matteo Piantedosi recalls.

Irregular migrants who do not have the right to asylum can be deported even before arriving on Italian soil with an extraordinary preventive function, thus representing a revolution in Italian and European migration policies.  /Adapted "Pamphlet", taken from "Il Giornale"
