The sea shelf agreement, which this monster criminal of the Albanian people, Sali Berisha, and his henchman Lulëzim Basha, drafted and signed with the Greek Government, is a pure national betrayal.

Very, very few such patriotic colonels and scientists are left in Albania. The sea shelf agreement, which this criminal monster of the Albanian people, Sali Berisha, and his henchman Lulëzim Basha, drafted and signed with the Greek Government, is a pure national betrayal. It should be investigated and judged in detail by the justice bodies and the maritime border should be legislated to stay where the honorable colonel Mr. Myslim Pasha, while its authors and signatories, the party technicians who prepared that mess, just as Sali Berisha and the Greek Government wanted it, must answer legally. The technicalities on the division of the area of our sea shelf should be based on the international conventions of the sea and according to them, detailed scientific studies should be carried out and not abusing these principles. This should become a lesson and serve as a red, alarming line, even for the current government or those who will lead Albania in years, decades or centuries, as long as there is human life in this part of our planet. Land or sea borders are sacred, for any country or citizen anywhere in the world and are not negotiated with political bargains but with scientific studies by experienced specialists.
It is the surface of the sea shelf that belongs to our country, Albania, it must be protected scientifically and not be forgiven to the Greek State, through dangerous political games like the one applied by the Berisha Government or, as I can dream, by the Rama Government, with the agreement of secret intergovernmental "forgive the sea and give us the vote for membership in the European Union", because we need to keep the power to steal from the people. Our incompetent and corrupt governments must work hard to fulfill the requirements that Europe has set to make Albania a worthy member of it, otherwise they should open their arms, but not sell areas of land or sea territory. Albania is not the private property of these samples, because it is full of well-educated boys and girls, inside or outside the country, with development ideas and national ideals that stand many times higher than those who have taken Albania hostage for 34 years.
Based on the geotectonic position where our country is located, in the triangle Albania - Italy - Greece and on the results of the discovery of natural resources proven in these two neighboring countries, hydrocarbon resources are expected to be discovered on that surface of our sea shelf. On this surface of the sea shelf, with the few geological-geophysical works that were carried out by the concession companies, from the studies and drilling of several wells so far, it is observed that the results are promising for the existence of hydrocarbon accumulations, which are a national natural asset with value and should not be forgiven to Greece or anyone else. Then the question arises, why were no oil deposits discovered with the drilled wells? This is for a reason, because from our responsible leading institutions, run at that time by mediocre party militants and the incompetent specialists they sent to assist in those drilling probes, there was marked negligence, lack of responsibility and technical control over the quality of the works during the activity theirs. They used this moment well and were not interested in scientifically evaluating these results and investing to continue further, but considered the wells negative, with non-commercial results and left without giving any conclusions on the prospect of oil and gas in those exploration blocks.
Years ago, from our side, based on these data and the high-quality seismic works carried out by these foreign companies, on a surface of our sea shelf area, I, together with several colleagues from different specialties, we carried out a complex geological-geophysical study that also concluded with the prognostic calculation of oil and gas reserves. A significant number of prospective objects for research are evident there, both in the carbonate formation that is the continuation of the Apulian Platform towards our country, and in the terrigenous formation that covers it. It is not only these assets, but in that underwater sea surface there are other valuable assets that serve today and the future.
In the event that these incompetent and corrupt governments are not in a position to prepare and negotiate the maritime border, based on the international convention on the division of the sea, which is based on scientific-legal technicalities, they will do well to leave that border dividers of our sea shelf as it was and they do not have to hurry, they can drag it out like many countries that have problems of this nature do. Time will give its due. Sending this very important case, for resolution to the international court in Strasbourg, without reflecting the study-scientific work of several years of our caliber specialists such as Prof., colonel Mr. Myslim Pasha and his group can lead us to the loss or shrinking of the surface of the marine shelf in the bay area and this does not exempt any government from legal responsibility.
Mjaftë është coptuar trualli shqiptar ndër shekuj, ai nuk duron më coptime të tjera, si kjo e detit apo siҫ janë falur me konҫesione për t’i shfrytëzuar dhe vjedhur gjithë pasuritë natyrore të naftës, gazit, minierave apo sipërfaqe të tëra shtetërore dhe private për resorte turistike, për të ndërtuar porte, pallate apo aeroporte, etj., me afate pafund nga 25 në 45 vjet dhe deri në 99 vjet tek "investitorët strategjikë", vëndas apo të huaj, politikanë, oligarkë të qeverive, siҫ është vepruar në gjithë këto vite dhe që është shtuar mjaftë me qeverinë aktuale. Kjo praktikë e gabuar, ku po grabitet gjithҫka, duhet ndëshkuar. Këto janë pasuri e popullit dhe vendime të tilla i takojn t’i marrë vetëm ai, populli dhe jo qeveritë e papërgjegjëshme. Kjo që po ndodh tek ne, nga këto qeveri, është një formë kolonializimi sipas modelit të ri, jo midis shteteve si në të kaluarën, por midis politikanëve karierist, që falin këto pasuri publike apo territore tek oligarkët, dhe vetë fshihen pas tyre si “aksionerë” ose i falin për kredo politike dhe pa bërë transparencë. Prandaj kërkojn të sundojn popullin tonë në përjetësi që të shpëtojn nga zullumet e mëdha që kanë bërë ndaj tij.
Historia na tregon se, sot dhe në shekuj, luftratë e përgjakëshme midis shteteve kudo nëpër botë, bëhen pikërisht për zgjerim dhe uzurpim teritoresh të pasura, sepse atje fshihen jo vetëm pasuri natyrore nëntokësore me vlera të konsiderueshme monetare, por ka edhe pasuri mbitokësore, që i duhen jo vetëm brezave të sotëm por dhe atyre të ardhshëm të ҫdo kombi. Prandaj qeveritë tona duhet të mendojn dhe veprojn sipas interesave kombëtare dhe jo interesave të ngushta personale të ҫastit, se kështu si po veprojn nuk i shërbejn aspak popullit. Pasuritë natyrore nëntokësore të naftës, gazit dhe mineraleve, janë të parikuperueshme prandaj duhen përdorur me nikoqirëllëk dhe me efikasitet, sepse ҫdo komb ka gjithmonë nevojë për to dhe jo vetëm sot. Pavarësisht futjes në shkallë të gjërë të energjive të rinovueshme, ato janë prapë të domosdoshme dhe të pazëvëndësueshme prej tyre, ato janë e ardhmja e një kombi dhe duhet ti shërbejn vetëm atij.

Kolonel, e keni studiuar dhe përcaktuar me dinjitet dhe në kohën e duhur kufirin e shelfit tonë detar, mbështetur në të drejtën detare ndërkombëtare dhe në eksperiencën e punës Tuaj disa vjeҫare, kurse unë e kamë trajtuar perspektivën naftëgazmbajtëse të shelfit detar, ku parashikohen të zbulohen vendburime nafte dhe gazi të rëndësishme për ekonominë dhe mirëqënien e popullit, bazuar në analizën e atyre pak të dhënave faktike gjeologo – gjeofizike që fituam nga aktiviteti kompanive të huaja në shelfin tonë dhe eksperiencën time 40 vjeҫare në fushën e kërkim – prodhimit në vendburimet e naftës dhe gazit.
What I have written on the oil and gas bearing perspective of the sea shelf is as important as the surface limit that you have defined, sir. That is why this area has become so enviable all these years by the Greek governments, it has become the object of endless negotiations, the object of blackmail for our politicians, because they are down to earth and work for their country. While our governments and politicians, in this long and cursed period of transition, have not brought us anything of value, except for destruction, theft and staggering corruption of underground and above-ground mineral resources.
For years, they have been dealing with breaking up and selling our territories, and they have no problem at all if they forgive the Greek state a few hundred hectares of land from the sea shelf area, for their personal interests, to keep power as long as possible, in in order to protect the assets they have stolen, their families and all the people involved in corruption.
