Fiks Fare denounced the actions and inactions of the State Police, which has stripped dozens of officers of their ranks.
In 2024, a competition was held for the rank from n\commissioner to commissar. Those who received over 70% of the points earned the rank. 406 officers earned the rank. 320 were appointed directly (and received the rank) and the rest were on the waiting list. There was a clause that, if they were not appointed to a job equivalent to the new rank, then the rank was forfeited.
The editorial office of the show "Fiks Fare" has received complaints from dozens of police officers who competed in 2024 for the rank from deputy commissioner to commissioner. After the competition, 320 officers were appointed to vacant positions or to those who had been and received the new rank. Meanwhile, at that time there were dozens of other vacant positions and the officers who received over 70% were on the waiting list.
Fiks Fare has documented that, from May 2024 to April 2025, dozens of police officers were appointed to vacant positions, but not according to the order of the competition, but according to preferences. The State Police made appointments from this waiting list not according to order, for example, appointing the 321st, 322nd and so on, but appointed and gave ranks to officers ranked below them, 327, 341, 382, 399, 406! There are at least 12 appointments verified by Fiks Fare on a preferential basis, while the list is many times longer.
It is learned that a differentiation was made, where for example the officer ranked 321 was not appointed and as a result his rank was reduced and on the other hand dozens of officers ranked after him received ranks! Also, those officers who had jobs corresponding to the rank of commissioner received ranks. Fiksi has learned that some officers have also addressed the Administrative Court, suing the State Police. The processes are ongoing. According to the complaints, the same situation was also with the competition for the rank from commissioner to chief commissioner, where 200 officers were appointed and the rest are on the waiting list.
Fiksi also spoke with the head of the State Police Employees Union, Sadetin Fishta. He said that there are a number of problems with the rank competitions in the State Police. According to him, appointments are preferential and meritocracy is not applied. He further adds that laws and regulations have been made that give the director of the State Police some powers, such as keeping an officer in a management position for up to 1 year even without a rank.
"During this year, there is a competition and this officer, even if he is not among the first (as happened in the 2024 competition), receives the rank even before those ranked above in terms of points," he adds. Fishta says that if there are officers who have not been in positions equivalent to the rank and have been appointed during the last year and have received the rank, then we have a violation and abuse of office.
Fiksi sent some questions to the State Police about what happened to the officers who were not appointed? Should they be re-entered into the competition?
