The employees of the Natural Resources Agency (AKBN) have 3 months without pay. Since October of the year we left behind, none of them have received their salary, as the salary fund has gone to zero.
Although at the beginning of each year, the salary fund is defined in the state budget, and by December each employee must have a guaranteed salary. But this did not happen in AKBN, as the salary funds were used for other things and the employees were left in the middle of the road.
According to the information received by the editors of " Pamphlet ", AKBN's coffers have been affected by the salary fund and any income they had has become zero in December 2022. So the salaries have gone into the managers' pockets and the employees are the ones who suffer consequences.
Such a scandal has been warned earlier by the High State Control. In an audit conducted in July last year, it was discovered how the leaders fill their pockets. In one case, KLSH has discovered that members of the Governing Council have rewarded themselves. They have received bonuses for the meetings they have done, as well as at the end of the year.
" The members of the KD for participating in the meeting were rewarded based on the Decision of the KD no. 5, dated 5.4.2007, approved by the Minister of MIE (former METE) with letter no. 2637, dated 11.4.2007. For the audited period, bonuses for participation in meetings of members of the Board of Directors are calculated in the monthly payment list, and after withholding tax is paid to the personal accounts of members of the Board of Directors , KLSH says.
It is also reported that the Governing Council with Decision no. 11, dated 27.12.2018, requested MIE approval for the amendment of the 2018 Budget. The amendment of the 2018 budget was approved by Order of the Minister of MIE no. 897 prot, dated 27.12.2018 accompanied by attached tables, adding the income in the item "Income from hydrocarbon agreements" in the amount of ALL 40,000,000 and reducing the expenses in the item "Employee salaries" in the amount of ALL 7,755,000 and adding the item "Remuneration for employees" in the amount of ALL 7,650,000" and added the item "Reward for the Management Council" in the amount of ALL 105,000.
After the MIE's approval of the changes to the 2018 budget items, the Executive Director issued Order no. 442, dated 28.12.2018, through which he ordered the remuneration for 7 current members of the Board of Directors, with half a monthly salary from the "Remuneration for the Governing Council" fund. But according to KLSH, this is in violation of the law.
This is just one case, but imagine what happened to other cases. The annual fund for the salaries of AKBN employees goes up to 2.2 million euros. It is the duty of the new director to find out now where the money has gone, and the minister Belinda Balluku should also give an explanation. The latter appointed Petrit Malaj a few days ago and did not say a word about the former chairman Ardian Bylyku, who seems to have plunged the institution into chaos. / Pamphlet
