According to the information, in the structure approved by the government, the total number of people who can have this rank is 52. However, for 4 years, only 31 people have this rank. So the possibilities to make appointments at the head of directorates are to choose between 31 people. The same applies to the "Director" rank. According to the structure approved by the government, there should be 136 people, but in fact only 87 have this rank. In total, out of about 7,800 policemen, only 3,000 have ranks.
According to the law on the State Police, at the beginning of each year it is the General Director of the Police who opens the competition for ranks. " Every year, the needs for each degree for the following year are identified. The Director of the State Police, depending on the needs and priorities, approves the order for the beginning of the phase of applications for obtaining the respective rank. Earning a rank is done only to fill vacancies for each rank and only for the next rank ," the law says.
But since 2017, the competition for the ranks has been blocked. During the time that Ardi Veliu was the director, it was never opened, while with the arrival of Gladis Nano, it seemed that the process was unblocked. He opened the competition for 75 "Chief Commissioner" ranks. But with Nano gone, the competition was blocked by Muhamet Rrumbullaku, who was forced to reopen the process only after the "SKY ECC" scandal and numerous resignations.

This risks leaving the police directorates and police stations without leaders, and for this reason Muhamet Rrumbullaku has reopened the promotion process for 572 vacancies.
For the rank of commissar, 320 vacancies have been opened, for chief commissioner 200, for managers 40, while for the rank of first manager 12 vacancies. The deadline for applications is one month, starting from November 17 to December 17.
So, the opening of this race gives signals that Taulant Balla and Muhamet Rrumbullaku are preparing for over 500 employees to leave the system due to "SKY ECC". Balla himself has promised a vetting on the use of encrypted mobile phones by policemen.
