The Albanian government presents the "Smart City" project as a digital revolution, but international documents and facts show something completely different, a non-competitive contract with Presight AI, a branch of the G42 group in Abu Dhabi, with the cost silently doubled from $60 to $118.5 million through a loan from the Abu Dhabi Fund for Development , without any technical explanation in the accompanying report to Parliament and without any public analysis of the risk to privacy and national security.
The Albanian state declares the project "of national importance" and hands over to a single company, without an international tender, the establishment of a network of cameras, radars, sensors and a command center with artificial intelligence, while the same company, through the G42 group, is at the center of a fierce debate in the US over links with China, technology usable for espionage and abuse of personal data.
Politics in Tirana is hidden behind the phrase "police modernization", while in Washington the special commission on the Chinese Communist Party sends a letter to Secretary of Commerce Gina Raimondo requesting that G42 be added to the Entity List, the trade blacklist that prohibits companies from accessing American technology due to the risk to national security.
G42 is not a simple software firm, but a technology conglomerate directly linked to the Emirati security apparatus, led by Sheikh Tahnoun bin Zayed, the UAE's National Security Advisor and a key figure in the country's intelligence, as detailed analyses by the Washington Institute and Western media reports describe.

Konflikti i interesit bëhet edhe më i qartë kur shikon se G42 ka shërbyer për vite si urë teknologjike mes Emirateve dhe kompanive kryesore kineze. Komisioni i Kongresit amerikan liston konkretisht marrëdhëniet e G42 me Huawei, Beijing Genomics Institute dhe Tencent dhe paralajmëron se përmes këtyre lidhjeve G42 mund të kanalizojë teknologji dhe të dhëna sensitive drejt konglomeratit ushtarak civil të Kinës, në kundërshtim me kufizimet e eksportit. Pikërisht këto raporte e detyruan G42 të deklarojë publikisht se do të shesë investimet kineze, përfshirë pjesën në ByteDance, dhe të premtojë se do të braktisë furnitorët kinezë, jo si akt vullnetar transparence, por si kusht për të ruajtur aksesin në teknologjinë amerikane dhe për të shmangur sanksionet.
Ndërkohë Microsoft hyn në lojë dhe njofton investimin prej 1.5 miliardë dollarësh në G42, me kusht që të gjithë shërbimet bazë të grupit të kalojnë në Azure dhe që kompania të pastrohet nga komponentët kinezë, duke i dhënë Presidentit të Microsoft, Brad Smith një vend në bordin e G42 dhe duke e lidhur partneritetin me “standardet botërore të sigurisë dhe kontrollit”. Kjo tregon qartë se edhe për një gjigant si Microsoft, G42 nuk është një partner normal, por një subjekt që kërkon marrëveshje të posaçme të mbikëqyrura nga Departamenti amerikan i Tregtisë, me kushte strikte për eksportin e çipeve Nvidia dhe me garanci se teknologjia nuk do të rrjedhë drejt Kinës. Nëse SHBA dhe Microsoft vendosin mekanizma të posaçëm kontrolli për të punuar me G42, fakti që qeveria shqiptare i jep të njëjtit grup pa asnjë filtër një projekt kombëtar survejimi, vetëm me justifikimin “modernizim i policisë”, shfaq një papërgjegjshmëri politike të pastër dhe një nënshtrim të plotë ndaj aferës së radhës propagandistike.
Presight AI paraqitet nga qeveria si projekt ''modernizimi'', por marrëveshja e klasifikuar sekret, dyfishimi i kostos pa shpjegim dhe mungesa totale e një vlerësimi të ndikimit në privatësi tregojnë se Shqipëria po fut një sistem survejimi pa asnjë garanci ligjore.
Rama has also used the assassination of Gilmando Dani to demand the implementation of a smart camera system. He stated that Dani’s pursuit and execution in Tirana would have been identified in real time if the streets were monitored by a centralized network of cameras. Rama presented the event as evidence that the country “urgently needs” the installation of Presight AI technology, using the case as a political argument to support a project that the government has classified as secret and that has not passed any legal filter for privacy and proportionality.
The government avoided tendering, avoided transparency and avoided any public consultation, while the project envisages thousands of cameras, radars, sensors and a command center that can process citizens' data in real time. In any EU country, such a project would require detailed risk assessment and oversight by independent authorities. Albania did neither.
Meanwhile, the EU has adopted the Artificial Intelligence Law that bans real-time biometric identification in public spaces, prohibits biometric profiling, and places strict limits on the use of AI in the police. Albania has neither an AI law, nor restrictions on biometrics, nor control mechanisms that guarantee that the system will not be used for political surveillance or data collection beyond the competence of the police. The government claims security, but in practice it is installing an infrastructure that can activate facial recognition and population monitoring at any moment, without a court order and without transparency.
The government sells the “Smart City” as modernization, but in reality it is installing a surveillance system without legal guarantees and without any protection mechanism for citizens. Presight AI, a branch of G42, takes over the country’s cameras, sensors and command center, while in the West the same group is mentioned for eavesdropping and sensitive intelligence technologies...
