When evidence is found and usually the FBI brings that evidence. Regarding the main characters who have directed drug trafficking in Europe, they are mainly French, Moroccan, some Dutch, who have been extradited in recent times. But, there have been suspicions about them for major financing in some terrorist acts that happened in the EU.
The first moment that even a small investment is found, for organizations with terrorist tendencies, extradition happens immediately. In other cases it does not happen.
