The Population and Housing Census starts today. Over 7,500 surveyors, supervisors and controllers trained by the Institute of Statistics have been engaged in counting the entire population and housing and the data will be collected in 6 weeks.

The entire Census process will be done digitally through a tablet. The census will provide data on the resident population, on demographic, social characteristics, data on housing, health, employment and others. The questionnaires have eight modules and 100 questions.

The individual module will include extensive information on civil status, education, employment and more. Also, there will be modules for houses, the agricultural sector and other sectors. "Ethnicity, Language, Religion", are the only three questions on the form that are not mandatory to answer.

Prime Minister Edi Rama, present at the opening conference for the Census a week ago, during his speech emphasized the importance of this process and the need for it to be carried out according to EU standards. For the Prime Minister, the institution of INSTAT has already been freed from politics, while he emphasized that preparations for carrying out this process have been going on for 4 years. The head of the government underlined that it is important that the number of Albanians living in the country is real.

"It is important for our country that the number of Albanians living in this country is real so that no one says that there are too many and you have added to the streets and that they are not even few, and being few you are a country that did not deserve attention what you claim" said Rama.

There will be penalties for those citizens who will not answer the questions or give false answers. The director of INSTAT, Elsa Dhuli, has explained several times that the penalty starts from a 50,000 ALL fine.

The field data collection process will last six weeks and close on October 28. The first data will then be published in June 2024, while more detailed data will be published in December 2024.

The 2023 Population and Housing Census will be the 12th Census, since Albania was declared an independent state in 1912, where the first Census was conducted in 1923. The Census should have been conducted in 2020, but due to pandemic and other problems extended for three years. The last census was conducted in 2011, which showed that the population was 2,821,977, a decrease of 8%, from the 2001 Census.

The Population and Housing Census 2023 aims to be in full compliance with the recommendations of the United Nations Economic Commission for Europe (UNECE) for the 2020 round of Censuses and also with the latest EU regulations for the implementation of the Population Census and Apartments.

The census will provide data on the resident population, on demographic, social characteristics, data on housing, health, employment and others. Their collection will be carried out with electronic equipment. The questionnaires have eight modules and 100 questions.

Since the 1989 Census, its methodology has increasingly followed international recommendations for conducting the Census. The 2023 Population and Housing Census aims to be in full compliance with the recommendations of the United Nations Economic Commission for Europe (UNECE) for the 2020 round of Censuses and also with the latest EU regulations on the implementation of the Population Census and Apartments.
